Abstract
This project has been implemented since May 01, 2020. As of April 30 of 2021, various supervision and verification mechanisms are carried out to ensure the quality and quantity of all task items. In addition, the task team also actively contact with other units for their implementation results to present the status of overall road washing and sweeping operations of the Pingtung County. All task items in this year have been completed in accordance with the predetermined goals and progress. The results of this year are summarized and described as the followings.
The task team conducts daily monitoring and verification operations of street washing and sweeping vehicles, including path, time, speed and water consumption. The street washing and sweeping mileage checked is 30,934.8 and 18,902.0 km, respectively, and their achievement rates are all over 100%. The number of on-site inspections of street washing and sweeping operations were 182 times. The defects of on-site inspection on street sweeping were mainly 21 times of “residual dust or garbage found after sweeping.” In terms of defects of street washing, there were mainly 9 times of "flushing width less than 3 meters," followed by "failure to operate according to the scheduled trip" and "vehicle speed not controlled within the speed limit of 20 km/hr" each counted 4 times. For deficiencies found during the inspection, the staff are required to improve immediately by verbal warnings, and discussed in the monthly work review meeting. For repeated deficiencies, the violation points will be punished and the executive staff recommended to be replaced to ensure the quality of washing and sweeping operations. A monthly survey of road pollution levels was carried out, and the road cleanliness of Class A of this year increased by 1.8% compared with that of the previous year. The average street dust loading of 1.0 g/m2 in 2020 was 0.04 g/m2 lower than that of 1.04 g/m2 in 2019, and the average silt loading of 0.27 g/m2 was 0.02 g/m2 lower than that of 0.29 g/m2 in 2019. In terms of the change in the amount of street dust by dry precipitation after 36 washing and sweeping operations, the street dust amounts by dry precipitation in the first hour after the washing and sweeping operations was reduced by 6.0 to 61.4% compared with that before the washing and sweeping operations, and the average reduction rate was 25.9%. In the second hour after washing and sweeping operations, the street dust amounts by dry precipitation was between an increase of 2.8% to a decrease of 68.2% compared with that before the washing and sweeping operations, and the average reduction rate was 19.6%. In the third hour after washing and sweeping operations, the street dust amounts by dry precipitation was between an increase of 9.9% to a decrease of 41.3% compared with that before the washing and sweeping operations, and the average reduction rate was 10.4%.
