The implementation period for this project is from December 2, 2019, to November 30, 2020. Its main objectives are to assist the Department of Environmental Protection of the New Taipei City Government in enforcing review and payment collection for air pollution control fees from stationary pollution sources, regulatory compliance review, and promotion of industry-specific project controls, so that it can implement the principle of fair payment and effectively control pollution sources, and thus reduce emissions of air pollutants. The main results achieved include: (I) Expanded the control of public and private-sector facilities where air pollution control fees are not regulated, by use of inventorying and data matching. In the current year, 91 regulatory subjects for air pollution control fees have been added, and annual emissions of SOx, NOx, VOCs, and TSP have been re-monitored at 0.73 tons (SOx), 1.16 tons (NOx), 306.34 tons (VOCs), and 7.74 tons (TSP). (II) Processed 5,898 (1,494 companies) air pollution control fee declarations from Q3 2019 to Q2 2020, settled 5,416 of those declarations (92% of the total), approved 484 cases, and determined fees to be collected at approx. NT$82.5 million. (III) Conducted two in-depth air pollution control fee site checks of companies; used ERP, accounting documents, and PID in support of the reviews. Recovered 20 quarters worth of outstanding air pollution control fees totaling NT$22,889,822 in accordance with the air pollution control fee collection regulations; re-monitored total emissions for five years at 1,210.522 tons. (IV) Implemented and completed 4,183.3 inspection points, of which there were completed 217 inspections of process operation permits, 74 air pollution site inspections of companies by dedicated personnel, 191 site inspections for undeclared public and private-sector facilities, and 59 reassigned inspections. Among those inspected, 65 companies were required to modify their permits or were included as permit regulatory targets; 42 of which have made improvements through guidance and have promoted reductions through the permit system. (V) Implemented and completed 100.7 audits and inspections of emission pipelines and 15 audits and inspections of fuel sulfur content, in which 2 emission pipeline inspections were found to have exceeded the emission standards; the exceeding parties have been planed to change fuel to improve. (VI) Implemented 103 inventory inspections of unregulated public and private-sector facilities using organic solvents, and completed guidance and regulatory inclusion of 36 companies for air pollution control fees by combining information from the Labor Standards Inspection Office and the Fire Department and cooperating between bureaus and departments. A total of 14 companies have met permit requirements; and we have continued to provide guidance in the application of operating permits.
