The 2020 Air Quality Management Development Plan and Air Quality Deterioration Emergency Response Plan for Chiayi County

Following the promulgation of the Air Pollution Control Act on May 23, 1975, control over the characteristics of air pollutant emissions has become more mature and comprehensive, while there has been increased awareness of environmental protection among the public. Thus, various control standards have been made more stringent and the control targets more complete in recent years. Due to the complexity of the characteristics of air pollutant emissions, although the number of days where AQI > 150 was reduced in the past five years concerning the air quality of Chiayi County (hereinafter referred to as “the County”), O3 and PM2.5 remain the main pollutants. In terms of controlling individual emission sources, the above result shows that air quality hasn’t improved significantly. After taking the overall control of air pollutant emissions into consideration, the air quality management development plan and the air quality deterioration emergency response plan have therefore been developed to cooperate with the Environmental Protection Administration (EPA) on its poor air quality reporting policy (i.e., conveying protection messages and promoting tasks related to pollution reduction when the EPA reports poor air quality) and duly implement the County’s Emergency Prevention Measures for Severe Deterioration of Regional Air Quality. To make effective use of the environmental protection fund and carry out the supervision and inspection of various projects, the County’s Environmental Protection Bureau incorporated the SIP and proposed the Air Quality Management Development Plan. This Plan helps the Bureau supervise the progress and quality of various control tasks, while compiling and analyzing the implementation results and air quality status over the years to draw up feasible countermeasures and response measures to improve air quality, concretely promoting the air pollution control tasks. Moreover, it is hoped that the environmental protection fund can be more effectively monitored and used, and that the subprojects can be controlled using the EPA’s assessment methods, so as to achieve maximum performance in air pollution control. The Bureau also strives for the highest proportion of the EPA’s environmental protection fund to be distributed and given to it. To sum up, the 2020 Air Quality Management Development Plan and Air Quality Deterioration Emergency Response Plan for Chiayi County aimed to achieve key performance indicators (KPIs) and environmental indicators, while carrying out poor air quality reporting and response tasks. KPIs were the control methods used for complete implementation; based on the EPA’s performance assessment methods, they helped the Environmental Protection Bureau supervise the progress and quality of various control tasks. The environmental indicators were used to plan the County’s air quality objectives and control strategies based on its pollution characteristics, while drawing up the objectives of pollutant reduction for various projects and reviewing the results, via air quality analyses and the revision and update of the County’s emissions. The air quality reporting and response tasks and delivery of messages regarding air quality deterioration helped to promote air pollution control results and air pollution knowledge, whereby the objective of protecting the public against air quality deterioration was achieved. Moreover, short-, medium- and long-term control strategies were planned and key points on the implementation of the air quality improvement plan in the second half of this year drawn up to systematically set up the schedule for improving the County’s air quality.
