A Project of Greenhouse Gases Reduction and GHG Emission Performance Standard (EPS) Strategy Enhancement

In order to understanding the international greenhouse gas reduction key strategies and intend to improve greenhouse gas emission/management system including the law amendment in Taiwan, this project aims on the international key policies of 7 countries, implementation practices for greenhouse gas emission/reduction/management by collecting and analyzing these main governmental documents including emission performance standards (EPS) promotion, greenhouse gas reduction efficiency by sectors, and the highly concerned emerging issues for greenhouse reductions. Besides, the status and the progress for greenhouse gas management policies carried out by Taiwan EPA and the related sectors were evaluated as well. The following is a summary of the achievements of the project: Research on the characteristics and promotion strategies of international greenhouse gas reduction, including the United States (California), the United Kingdom, Germany, the European Union, Japan, South Korea, and Singapore, especially the strategies or policies carried out by energy sector, transportation sector, manufacturing sector and the buildings sector for achieving the short-, medium-, and long-term reduction goals in order to against climate change. Current progress and the status of the operation mechanism of emission performance standards (EPS) established by different countries were collected and evaluated in this project. This is used to compare the characteristics of the EPS implemented by countries in order to figure out the encountered problems of EPS implemented by Taiwan for past years. The results obtained here providing references and suggestion for the amendment of greenhouse gas reduction management law for further application. This project also collected and reviewed the status of the responsibility allocation and effectiveness monitoring mechanism of greenhouse gas reduction in Japan and the United Kingdom, respectively. The implementation results of action plans by various sectors in Taiwan was evaluated and compared with the aims to provide suggestions for law amendment. In addition, it helps to track the conclusions and the progress of implementation plans of greenhouse gas reduction by attending meetings held by government. For the schedule of the law amendment, this project studied the progress of net zero emissions (carbon neutrality) announced by countries and the related actions have been taken to achieve the goals. Characteristics of carbon reduction tools, such as allocation, carbon tax (fees), emission trading system (ETS), and the relationship between carbon reduction tools were also evaluated. Four advisory committees have been held on highly concerned emerging issues of greenhouse gas reduction for consulting the law amendment and the EPS promotion by experts and scholars. The strategies and the suggestions were proposed in this study to facilitate subsequent promotion for the greenhouse gas reduction management.
