Progressive Planning and Demonstration Plan for the Low-Carbon Sustainable Homeland Project 2020

Absrtact
In order to raise citizen awareness on climate change and promote low-carbon actions, the Environmental Protection Administration of the Executive Yuan, R.O.C (EPAT) launched the “Low-Carbon and Sustainable Homeland Program” in 2015. Through this voluntary program, villages in Taiwan were mobilized to implement low-carbon actions. Meanwhile, the policy had also allowed local government to formulate organizations dedicated for promoting low-carbon policies and concatenate resources between the central government, local villages, industries and non-government organizations (NGO) to carry out and propagate communities to take long-term actions, engraving environmental awareness into people’s daily life and becoming part of societal culture. As a result, many low-carbon designs and concepts can be seen through local reforms and industry innovations. To advance Taiwan’s climate adaptation efforts, this project has proposed innovative plans based on progressive strategies based on schemes and trends gathered from international cities and communities. Meanwhile, we encourage meritorious communities to formulate climate adaptation solutions that suits local condition. The strategies carried out by the Low-carbon Sustainable Homeland Project, such as session meetings, awarding systems, and other promotion measures such as awards ceremony, creative action competition and websites that demonstrate individual progresses continues to serve as useful tools to enhance public participation and sustainability awareness.
