New Taipei City Mobile Pollution Source Audit and Control Program (2020)

Mobile pollution sources are one of the leading factors in metropolitan air quality. In order to further perfect mobile pollution source control operations, the Environmental Protection Department of New Taipei City has established the New Taipei City Mobile Pollution Source Audit and Control Program (2020), which was contracted to Envimac Technology and Consultants Corporation. All tasks of the program, as calculated from December 2, 2019 to November 30, 2020, have reached 100.0% implementation status. The work results from the plan are thus summarized and explained below: In the course of the audit and control operations, a total of 2,127 vehicles underwent inspection. Of these, 160 two-stroke motorcycles, including 128 were registered in New Taipei City and 32 were registered in other counties. The unqualified rate was 48.8%. A total of 1,967 four-stroke motorcycles, including 1,661 were registered in New Taipei City and 297 were registered in other counties. The unqualified rate was 15.2%. Subsequent ruling operations have been carried out in accordance with relevant regulations. A total of 4,671 vehicles have been intercepted, including 73 two-stroke motorcycles and 4,598 four-strokes motorcycles. The vehicles have subsequently completed regular inspections, scrapped and cancelled, and the overall improvement rate has reached 88.1%. A total of 505,967 license plates were identified, among which there were 370,275 vehicles registered in New Taipei City, for 75.0% of the total. Of 64,654 vehicles subjected to unscheduled testing, 55,230 were registered in New Taipei City. The priority of punishment were two-stroke motorcycles and four-stroke motorcycles of 20 years without periodic inspection which were identified by vehicle plate recognition system. Subsequent ruling operations have been carried out according to the month of the vehicle license. The service of mobile motorcycle exhaust inspection station in remote areas has been completed 72 times, a total of 1,264 motorcycles.The audit and inspection taking the days off has been completed 15 times. Based on the analysis of the characteristics of scrapped vehicles at the supervision station in 2019, in the administrative district, Banqiao, Sanchong, Xinzhuang and Zhonghe District accounted for 47.6% of the total scrapped. Analysis of the year of delivery shows that the number of scrapped vehicles is mainly between 13 to 22 years. The analysis shows that the delivery month of scrapped vehicles in New Taipei City with the higher number is from July to October. The month with higher changes is July and December. Comparing the scrapped data after the inspection, the number of scrapped vehicles was 4.9%, the scrap rate for the two-stroke was 13.5%, and the scrap rate for the four-stroke was 4.1%. A total of 439 vehicles were scrapped after the license plate identifications and ruling operations, with a scrap rate of 8.3%, a scrap rate of 9.5% for the two-stroke, and a scrap rate of 5.2% for the four-stroke. After the inspection operation, the scrapped vehicles are compared with the annual scrap list of the supervision station, and the service life after the inspection is about 16.7 years. The service life after being scrapped by the vehicle identification and ruling operations is about 21.7 years, and the service life of the overall vehicle is about 17.8 years, showing that vehicles scrapping can be accelerated by inspections, while vehicle license plate identifications without periodic inspection and ruling operations is to promote the old vehicles scrapped.
