Abstract
The implementation of the plan focuses on assisting the Environmental Protection Bureau in promoting the inspection and control of water pollution sources and water quality monitoring, so as to truly grasp the current situation of water pollution prevention and control in the jurisdiction of Yilan County. Through the inspection and control work of the plan, we urge the institutions under its jurisdiction to implement the operation and maintenance of water pollution prevention and control facilities, so as to achieve the goal of water quality improvement of various River Basin stations 。 The summary of the implementation results of the final report from January 1, 2020 to October 31, 2020 is as follows:
1. Water pollution control permit review, site survey and certification
During the period of the project, 281 (597) permits were examined, 67 of which were investigated by on-site wastewater treatment facilities, and 238 licenses (documents) were issued. The total issuance rate was 94.4%. The average number of days for license review was 3.6 days, an increase of 55% compared with the same period last year (6.9 days). Assist in the management, establishment, maintenance and updating of the data base of water pollution prevention and control permit documents. A total of 727 work related to water pollution source system were filed, including 463 audit records, 68 permit applications and 31 disposal cases.
2. Regular application and review of enterprises and sewage sewers
A total of 1076 companies carried out periodic inspection declaration cross check review from 2017 to 2018, with the completion rate of 100%. In 2019, there were 558 regular inspection declaration cross check reviews, with the completion rate of 100%. From the first quarter to the second quarter of 2020, there are 261 companies that should submit regular inspection reports, 261 have completed the applications, and the total declaration rate is 100%; 261 companies have completed the preliminary examination, with the completion rate of 100%; the number of companies whose corrections have not been uploaded, the number of completed reviews (approved) of supplements has reached 260, and the completion rate of supplement review is 100%.
3. Assist the number of inspectors (including industrial zone inventory, sampling and sample delivery)
During the plan period, 463 water pollution source inspections were carried out, of which 446 were "enterprises within the scope of water pollution law" (including industrial zone audit, sampling and sample delivery), 184 were industrial zone inventory and 82 were assisted in water quality sampling and inspection, which reached more than 100% of the target value. For violation of the relevant provisions of the anti water pollution law, a total of 31 cases were reported, with a total fine of NT $1049503.
4. We have completed the preliminary evaluation, unit facility sampling, re evaluation and negotiation of the two secondary water pollution sources' wastewater treatment equipment function evaluation, and the proper operation guidance of the two wastewater treatment facilities; assisted in the 103-108 functional evaluation, a total of 6 objects should be tracked and reviewed, of which 3 have completed improvement, and it is suggested to list the general audit objects. The settlement effect of the two licensing documents and wastewater treatment is still poor, so it is recommended to keep tracking.
5. Assist in the operation of water quality and quantity automatic monitoring and video monitoring system
The percentage of monthly effective monitoring recorded value of one project that should be connected to the project is less than 90%, and has assisted in reporting punishment; during the plan period, there are 5 enterprises that should carry out quarterly effective monitoring record value percentage analysis of automatic monitoring facilities. SS and COD projects average more than 80% per quarter, in line with the laws and regulations. Relative error test audit (rata): in the SS part, the average difference of 5 enterprises is within ± 6mg / L, which meets the relative accuracy standard of relative error test audit (rata). In terms of COD, the five enterprises all met the relative accuracy standard of rata. 10 CWMS business audits should be set up.
6. Carry out environmental technician to carry out water pollution visa business audit for 4 times.
7. Completed regular river water quality monitoring, sampling and testing for 22 stations (50 points), water quantity survey (1 station, 2 points, total 52 points). The water quality of the five lakes was sampled 15 times; the water quality monitoring of four prospective projects was carried out monthly, 120 points in October and 27 points in three seasons.
8. In the basin of key stations, 2 animal husbandry companies have been assisted to apply for biogas residue and biogas slurry as farmland fertilizer. The total amount of biogas slurry irrigation is 607.37 tons per year. Among the 29 key stations for animal husbandry, 26 have been checked and 72 times have been supervised in 2020, and the progress of inspection has been more than 100%.
9. Assist in collecting water pollution control fees
In the first issue of 2020 (the collection period is from July to December, 2019), a total of 215 objects should be declared by the end of January 2020, and a total of 215 companies have completed the declaration during the reporting period, with the declaration rate and collection rate of 100%. The total amount of water pollution control fee is 5331938 yuan. In the second issue of 2020 (the levy range is from January to June 2020), a total of 212 objects should be declared by the end of July 2020. During the reporting period, 212 companies have completed the declaration. The declaration rate and collection rate are 100%. The total amount of water pollution control fee is 3056552 yuan. During the plan period, 34 water pollution prevention and control fees were collected and compared on the spot.
10. Promote animal husbandry management
Two meetings were held to explain the use of biogas residue and biogas slurry as farmland fertilizer, with 128 participants. In 2020, there are four applications for the plan, one of which has been approved by the agriculture department on September 17, 2020, and the other three have been completed and submitted to the Department of agriculture for examination on October 20. In the end of 2020, a total of 32 applicants were required to complete the wastewater management plan. There were 19 applications for livestock wastewater management plan, 1 applications, 4 non applications, 5 stop and rest industries, and no need to apply (down to 19 or less).
11. Propaganda work
On September 15, 2020, the water pollution laws and regulations publicity and explanation meeting was held, with 80 participants. The animation of "understanding the water environment patrol team and resource utilization of livestock manure and urine" was produced. The animation was broadcast successively in the clean stream activities, publicity and guidance meetings, year-end review meetings and water environment information platform. According to the statistics, there were 5 times of various publicity meetings and 642 person times of Environmental Protection Bureau's plan webpage publicity from September to October.
