The main objective of this project includes: diesel-related operation control, parking idle speed flame advocacy and inspection operations, green transport and equipment advocacy operation and administrative operations within the bureau. Project midterm reporting period is January 1, 2020 till December 31, 2020 with the job performance summary results as follows:
( 1 ) Diesel vehicle control operations
According to statistics till December 31, 2020, the number of completed contracts diesel smoke detection reached 2,655 vehicles, visual smoke inspection reached 5,591 vehicles, notice reached 502 vehicles, license plate recognition operations 21,113 vehicles, roadside stop for checking 1,088 vehicles, stopped vehicles 510 times, the oil quality collected samples reached 150, ship oil 10, old vehicles to notify 2,200 cases. Among them, we need to strengthen the control of highly polluting vehicles. The main targets of the inspections during the roadside inspection operations of this plan are mainly the first to third phases of vehicles; as for the control of air quality maintenance zone, according to Kenting and the Taiwan Aboriginal Cultural Park license plate identification statistics, the number of passenger busses has reached more than a95% of the fourth and fifth phases, which shows that the control of the air quality maintenance area has been quite effective, and the Kenting area tour bus has been qualified for 4 years. In addition, to strengthen the control and evaluation of Pingnan Industrial Zone, with the analysis of contingency runway, with its road characteristic road similar to No. 1 Provincial Highway 394 kilometers, it mainly connects main roads between Northern Pingtung area to Southern Pingtung area. There was a total of 18 sessions executed, stopped to check 193 times, vehicles inspection 88 times, of which 10 vehicles were unqualified, and the unqualified rate was 11.4 %, lower than last year by 12.7 %, showing that the strengthening of inspections has effectively reduced vehicle unqualified conditions.
( 2 ) Illegal oil operations
When this project was in line with diesel vehicles plans to check on the roadsides and the power in-station inspection. The vehicle was checked one by one for oil quality, aiming on sampling and testing for the detection of abnormal smell or color. There were to 1,001 vehicles completing roadside inspection, collected sample 81 cases; power station checks 1,940 vehicles, sample collected 68 cases, the total hailed vehicles checked 2,941 vehicles, 150 sample collected, among which the sulfur content in the oil there was 1 not meeting specifications.
( 3 ) Promotion of diesel vehicle insurance integration
This project aims on 4 certified maintenance factories in this county and 3 EPA approved repair factory with 2 screenings check counseling work. Changyuan, Yu Yi and Pingtung bus has no retreat test vehicles and the average of horsepower was higher at 60 % or more, which means they were all in good condition; Hongchen with 5 vehicles retreated, with the withdrawal rate 3.5%, lower than last year's 4.9%. The EPA approved repair factory Hongshen with 2 retreated.
( 4 ) Power station QA QC
This year's TAF, on February 5th and 6th, 2018, the supervision evaluation and the version audit have completed, and the TAF certificates extend until May 15, 2021, and then follow-up response to EPA amendments "the methods and procedures of opacity of diesel vehicle smoke emission," the transaction case had been proposed, and on October 13, same year a certificate of transaction application has been obtained.
( 5 ) Start-stop advocacy and inspection work
In total, there are 1, 503 vehicles completed the inspection advocacy, wherein the inspection persuasion start-stop of vehicle reaching 215. The implementation this year focuss on schools, so the campus anti-start-stop demonstration area has mainly been promoted the campus, with a total of 81 screenings audit work handled. Before the announcement, the rate of start-stop was 5.2%; after the implementation of start-stop, the rate reached 0%, and the campus has completed the announcement of banning start-stop demonstration. Students and parents’ concept of parking to start-stop has been strengthened, and the environmental awareness has taken root in the next generation.
( 6 ) Promotion of low-pollution vehicles
This project mainly assists the Environmental Protection Agency to promote the planning of electric buses, the promotion and control of public bicycles, the promotion of current electric buses, electric vehicles and the promotion of environmental protection fleets. To help promote the public transport, the county tourism office continuously follow up the progress of lowering public transport price, in order to enhance the will of people’s use, and additionally in autumn and winter during low air quality season, the progress of freebie program has been followed up, and also requested related funds from EPA; public bicycles are added to Chaozhou 6 stations and Pingtung City 1 station since August 15, 2020, a total of 39 stations, 1,291 bicycles provided for leasing. By statistics, from January to December, 2020, there are a total of 523,084 users; as for public transport, cumulative to September, passengers for electric buses were 57,054, and the capacity for small yellow buses reached 4,495, which has improved compared to last year’s 347%.
In addition, to strengthen the EPD replacement of old vehicles subsidy policy, there are 272 cases for application in 2020. This project has optimized the application process, with which on average the public can obtain the grant after 21 days, which is 6 days earlier, compared to the that in 2019. As for the repaired subsidy section, on May 27, a team led by Chief of official interviewed the fire department, with the most county official vehicles and the most repair shop with approved service with the board. With the project compared results, there are 24 fire department vehicles comply with the county's approved repair shop assistance items and we need to negotiate and communicate the assistance operations with the approved repair shops responsible for county official vehicles.
( 7 ) Achievements of air quality maintenance zone
In Kenting and Taiwan Aboriginal Cultural Park, according to license plate identification statistics, the rate of buses with Phases IV and Phase V has reached 95%, which shows that the control of the air quality maintenance area has been quite effective, and the Kenting area tour bus has passed the field inspection for 4 years; electric vehicles section, Kenting electric car leasing industry has adopted the strategy of shunting operation. During high season, the buses were shunted to Kenting; off-season transferred vehicle; in Taiwan Aboriginal culture Park places, electric vehicles and the ones with new fuel have replaced the old-style shuttle busses to eliminate the pollutant emission. In Xiaoliuqiu, the control of diesel vehicles has maintained the annual checkup to ensure the diesel vehicle pollutant emission condition and the announcements related to the conversion of the air quality clean area to the air quality maintenance area have been released.
