2020 Project of law enforcement assisted by the cross-domain alliance of expertise

The main tasks and executive summary of this project are: We did the estimation of illicit profits in three environmental cases as EPA required, and composed three reports thereon. During each case of estimation of illicit profits, we called for three sessions of meetings, inviting 6 experts to analyze the illicit profits. Altogether, 18 experts were invited to these 9 sessions. We assisted EPA in calling 8 meetings on advanced strategy for environmental law enforcement (including technical exchange meetings, technical advice meetings, expert consultant meetings, expert evaluation meetings, negotiation meetings and interview meetings), which were participated by all 40 experts totaling 339 attendances. To upgrade the investigative and disposal skills of EPA auditors, experts were invited to exchange with three selected businesses operating gravure process in their plants on the issue of air pollution control; a total of 113 persons (including six experts) participated and completed a reference manual for auditing operations of air pollution in gravure processes. We successfully provided, per EPA requirement, 11 specialist services of assistance from specialized persons with legal, accounting, environmental, engineering backgrounds or the agency-specified educational backgrounds for EPA in performing environmental law enforcement or evaluation on-site. We also completed the composition of three project reports or plans in relation to environmental law enforcement. We further assisted EPA in the administrative operations of assembling the 120th~122th meetings on punishment review, as well as other matters in relation to environmental law enforcement.
