Identification of Seasonal Variation of Fluoride of Gas/Particle in Surroundings of the Specific Fiber Glass Process Plant in Industrial Zone of Yunlin Country and Analysis of Background Ambient Conce

The Yunlin County Environmental Protection Bureau (hereinafter referred to as the YLEPB) clarifies the existence of fluoride in the industrial zone and the surrounding environment. If there is a case of environmental pollution disputes in the future, it will be incorporated for reference. This year (2020) continues the implementation of the 108 year plan. The sampling locations of Fulltech Fiber Glass Corp. (Fulltech) and its surrounding area in Douliu Industrial Zone include the Douliu Sewer System Operation Center (DSSOC), Fulltech, Nanren farmhouse, Fenghu house, and the Hua Nan Elementary School (HNES) in Gukeng Township as a background site. The sampling periods are in late February, late April, mid-July, and late September, 2020. The lowest concentrations of particulate matter (PM) fluoride ion (F-) occurred in late Febrary 2020 excluding the value on Febrary 28, 2020 (an episodic day). On average, the PM2.5 and PM10 F- concentrations at Fulltech are higher than the surroundings, and F- concentrations during the day (the highest average PM2.5 F- concentrations of 37.42±43.62 ng F-/m3; the highest average PM10 F- concentrations of 86.84±74.54 ng F-/m3) was significantly higher than those at night (the highest average PM2.5 F- concentrations of 14.20±17.08 ng F-/m3; the highest average PM10 F- concentrations of 26.22±31.85 ng F-/m3). The annual average F- concentrations in PM2.5 and PM10 at the Hua Nan Elementary School were 4.101.90 ng/m3 (n=17) and 6.902.40 ng/m3 (n=17), respectively, regarding as atmospheric background F- concentrations in PM2.5 and PM10 for this region. The concentrations of gaseous hydrogen fluoride (HF) at the HNES site kepts the lowest concentration of 312.8121.2 ng/m3. The concentration of the lowest value of 452.4±285.3 ng/m3 (Fenghu house) and the highest of 882.3±515.7 ng/m3 (Nanren farmhouse) varied greatly during the day and night surrounding the target field. The HF concentrations at Fulltech, the emission source, are not always the highest concentration. Total fluorides (PM10 F- plus gaseous HF F-, expressed as Total F-) is mainly distributed in the gaseous phase, and the average gaseous distribution ratio is between 78.2~98.3 %. The average total F- concentration in the four seasonal periods of 2020 was in descending order from Fulltech (759±356 ng/m3)>Nanren farmhouse (718±476 ng/m3)> Fenghu house (624±357 ng/m3)> DSSOC (573±309 ng/m3) and the lowest total F- value occurs at the Hua Nan Elementary School (320±120 ng/m3), which represents the background atmosphere in the region. According to the World Health Organization (WHO), the recommended total atmospheric F- concentrations should be less than 1.0 μg/m3 which intend to prevent effects on livestock and plants, as well as to protect human health. The average total F- in ambient air at Fulltech and its surrounding and the background atmospheric environment is lower than this standard value. The average water-soluble F- content in the Fulltech’s surrounding and background soil was between 706.5±501.0 μg/kg (near Nanren farmhouse) and 597.0±262.5 μg/kg (at HNES), and the water-soluble F- content in the surrounding soil was not significantly higher than that in the background soil. Based on the meteorological conditions in the inland Yulin area, the concentration of gaseous/particulate fluorides in the target area is affected by many complicated meteorological conditions and emissions. Under the condition of low wind speed with poor diffusion conditions and the downwind, there are indeed hot spots of high-concentration potential. Meteorological factors are one of the key factors affecting the diffusion of specific pollutants in the region. Therefore, in the inland areas of Yunlin, the early warning of emission reductions for specific factories has special regulatory significance under the forecast of the occurrence of bad weather patterns of unfavorable diffusion.
