The 2020 Chiayi County Construction Site and Fugitive Pollution Control Project aimed to implement the collection of air pollution prevention fees for construction projects in Chiayi County, control of construction sites, verification of management regulations, inspection and improvement of bare land, inspection of large construction sites via aerial photography, survey and inspection of the fuel of construction equipment, control of transport vehicles generating fugitive particulate pollutants, advocacy and administrative compliance, and improvement of items assessed by the Environmental Protection Administration (EPA). The project was implemented based on the Air Pollution Control Fee Collection Regulations, Management Regulations for Construction Project Air Pollution Control Facilities, and Management Regulations for Facilities to Control Fugitive Dust Air Pollution from Stationary Pollution Sources. In 2020, a total of 3,040 construction projects were declared, and 6,306 construction inspections were completed. The examination of bare land was carried out with unmanned aerial vehicles (UAV). Twenty-four cases of sulfur testing were conducted regarding the fuel of construction equipment. Straw blankets were laid to cover 33.3645 hectares of bare land. Two hundred and thirty-seven vehicles were inspected for fugitive particulate pollutants. The regulatory compliance rate was 90%, and the reduction rate of total suspended particles (TSP) was 69.54%. Solutions and suggestions were proposed accordingly for EPA’s reference to improve the efficiency of controlling construction pollution in Chiayi County.
