Incineration of joss paper is a common folk religious customs in Taiwan. However, whether it is open burning or traditional furnace burning, it is easy to cause air pollution, human health hazards and public safety influences. The Tainan City Government began to publicize the〝 Joss paper centralized burning policies〞since 2011, and delivered the joss paper to the Chengxi and Yongkang refuse incineration plants for treatment; but the amount of joss paper has increased year by year, which has gradually lead to increase in the incinerators’ load ,meanwhile people also have objections about joss paper mix burning with the waste. The city government actively seek funding from Environment Protection Administration to build a joss paper furnace.Inorder to dispel public's objections about joss paper and waste mixed burning and raising the public's willingness to cooperate with the 〝Joss paper centralized burning policies〞. In the year of 2018, the central government received a subsidy of 20 million yuan to build a joss paper furnace at the designated location of the agency. The joss paper furnace is nearby Chengxi refuse incineration plant. The service mainly dealing with the joss paper in Tainan City.The joss paper furnace has an 300 kilograms burning capacity per-hour.16 hours of daily operation. Annual processing target is 1200 tons. The joss paper furnace finished the commissioning and operation acceptance in May 2019.Then in August 2018, ECOVE Environment Services Corp. was entrusted with the operation, maintenance and management of the joss paper furnace. The biggest difference between this joss paper furnace and the other furnace is that it has a feeding system, a primary combustion chamber, a secondary combustion chamber, an exhaust gas cooling system, an ash removal system, a pollution prevention equipment, a discharge pipeline, and instrument control. So this system can properly handle the emissions of flue gas. The implementation period of this project is from October 8, 2020 to August 24, 2022. According to statistics, a total of 1,880 transport trips entered the joss paper furnace, and the cumulative incoming of joss paper was 2,445.37 tons, including the previous joss paper inventory of 305.72 tons. Meanwhile, some joss paper was transfered out to the Chengxi refuse incineration plant for treatment, totaling 558.47 tons in 3 times, which has been deducted from the cumulative incoming of joss paper. The cumulative treatment of joss paper is 2,403.08 tons, which is achieved on August 16, 2022, Comply with the contract completion quantity of 2,400 tons. During the implementation of this project, the total production of bottom ash is 72.99 tons, and the average production ratio of bottom ash after joss paper incineration treatment is 2.84%. The total production of fly ash was 13.71 tons, and the average production ratio of fly ash after joss paper incineration treatment is 0.53%. The bottom ash and fly ash produced are transported to the Chengxi fly ash solidification plant for disposal. The water consumption is 9,683 tons, and the average water consumption per ton of joss paper incineration treatment is 3.77 tons. The gas consumption is 43.5 Nm3, and the average gas consumption per ton of joss paper incineration treatment is 0.017 Nm3. The electricity consumption is 577,080 kWH, and the average electricity consumption per ton of joss paper incineration treatment is 224.56 kWH. During the implementation of this project, a third-party impartial unit was entrusted to conduct sampling and testing of air pollutants and dioxin emissions for 2 times.which from August 31 to September 3, 2021 and April 13 to April 15, 2022. The air pollutant discharge concentration after the joss paper incineration treatment was tested and analyzed, and all of them comply with regulatory requirements and emission standards. Meanwhile, the bottom ash and fly ash sampling test was also carried out on March 18, 2021, and the test results were far lower than the certification standards for hazardous industrial waste. During the implementation of this project, daily equipment maintenance is strictly executed, the equipment is inspected before use every day,and the furnace is shut down every week for weekly maintenance, In June 2021 and January 2022, we carried out annual maintenance work to maintain the stable operation of the joss paper furnace. In addition, the old components in the substation is also replaced and updated to ensure the safety of electricity consumption.
