Implementation Project For New Diesel Vehicle Model Conformity Of Production And Apply Research Of Advanced Emission Administration.

According to the monthly statistical report from Ministry of Transport in October 2020, there are around eight hundred and fifty thousand diesel vehicles in Taiwan. Emission control measures on diesel vehicle during its useful life are authority’s key tasks. Thus, the Environmental Protection Administration in Taiwan launched the Air Pollution Control Act and several emission control policies of new vehicles and of in-use vehicles to protect the air quality. In this project, two objectives have been reached. The first one is to assist Taiwan EPA on new type of vehicles emission control which is new vehicle random check to ensure the emission quality consistency. 39 heavy duty vehicles and 21 light duty vehicles (from 21manufacturers) have been conducted the inspection, one of the tested vehicles does not comply with the requirements of OBD disconnection, and the confirmed test will be conducted soon to determine the final decision. Those vehicles with higher emission trends or not in consistent will be suggested to do in-use conformity check later on. The second one is focused on in-use vehicles, 155 inspectors from local environmental agencies have attended 3 training workshops regard Selective Catalytic Reduction (SCR) system tampering inspection. By disconnection certain components on vehicle to simulate failures, the feasibility of introduction of remote OBD technologies is done as well. Besides, take the USA and EU I/M program, SCR tampering inspection procedure and development of remote transmitting on-board diagnostics (OBD) information technology as references, accumulating experience of SCR tampering inspection to fulfill the long term goal, which is to apply the periodical inspection on in-use vehicle with OBD system to strength the emission control measures. Furthermore, the new requirements regarding simplifying type approval procedure but enhancing its conformity of the production and inspection of vehicle quality control for small volume manufacturers on new type vehicle inspections have been added in “Regulations Governing Issuance, Revocation, and Cancellation of Emissions Certificate of Conformity for Diesel and Alternative Clean Fuel Engine Vehicles” ; due to the pandemic, the timetable for existing engines and vehicle with emission standard of 2012 and 2015 is extended for one more year to avoid the impact on industries. Taking capital expense of EPA to do the cost analysis of implementing control measures (such as the conformity of the production and inspection of vehicle quality control, in-use recall inspection, etc.), the reduction cost of CO is 3.9 thousand TWD per ton; of HC is 15.8 thousand TWD per ton; of NOx is 2.3 thousand TWD per ton and of PM is 41.6 thousand TWD per ton, which shows that reduction of NOx is the most cost-effective due to the stricter emission standard of NOx has been applied.
