East (including Gonghe) Market in Chiayi City is the main traditional market in the city, and people have long developed the habit of riding scooters for groceries. Especially in the case of intensive and slow driving, vendors who use roads to set up stalls will be the first to be affected by exhaust gas and consumers will be forced to inhale exhaust gas without knowing it. Therefore, the Environmental Protection Agency of Chiayi City Government (hereinafter referred to as the Environmental Protection Agency) intends to implement the air quality maintenance demonstration zone this year by controlling scooters in the traditional market in a step-by-step manner, so that people will gradually change their habits of riding scooters for groceries. A high-tech license plate recognition system will be used to screen the traditional market scooters to understand the groups of scooter riders in order to formulate the reference of the follow-up control strategy.
As of Deceber 30th, the implementation progress of the plan and the progress of each quantitative target are as follows: 6,117 scooters in the traditional market that have been notified for regular inspection by license plate recognition, and 5,262replies, with a response rate of 86.0% and a progress rate of 87.4%. On March 23rd, 2021, the two-stroke engine scooters education notice was sent to two-stroke engine scooter owners who entered the traditional market in 2020 and registered in Chiayi City. 1,305 notices were sent, and the progress rate reached 130.5%; 800 East (including Gonghe) market air quality maintenance demonstration zone posters were produced with a progress rate of 100%.
