Abstract
1.The Air Quality
The data of Air Quality Index (AQI) until November 2021 in Taitung and Guanshan stations showed that days with “good” level (AQI <51) were 92.5% and 94.9% respectively, days with “normal” level (AQI 51-100) were 7.2% and 5.1%, days with AQI over 100 were 0.3% (only one day in Taitung station) and 0.0% (no unhealthy day for sensitive groups), all the air quality index items met the air quality standard and the targets of the air pollution control project(2020~2023). The further analysis showed that the daily concentration trend of each pollutant during 2017-2021 was similar. Except O3, the concentration of each pollutant improved obviously year by year, and the concentration of PM10 in October and November was slightly higher than the same time last year because of river dust.
2.The emergency response and prevention of air quality deterioration
This project executed early warning response drill of foreign pollutants and river dust with 15 county government units on March 26 and August 20, and join the sudden accident drill on November 24. There were 3 days air quality deterioration events, including foreign pollutants on April 18 (Taitung station), river dust caused by typhoon on October 10 (Guanshan station), and open burning caused by folk activities on May 5 (Guanshan station). After collating statistics for air quality deterioration events by folk activities, Environmental Protection Bureau requested that concerned department help to notice folk activities through LINE group at the county meeting so as to grasp the pollution reason and remind populace.
3.Environmental Protection Administration assessment(2021) and management of the air pollution control project(2020~2023)
The air pollution control project(2020~2023) has been approved in November. This project proposed more than 19 regulatory countermeasures to control different type of pollutan. Each self-score of evaluation index until November 2021 was higher than 92, this project will keep giving EPB some help to get good results on the year-end meeting.
4.Indoor air quality management
For the indoor air quality management, according to the indoor air quality performance evaluation of Environmental Protection Administration, Executive Yuan (EPA), 36 non-announcement management places until September were conducted the CO2 inspection two times, and 22 of these places performed better. For the announcement management places track, all places finish compliance with regulations.
In response to the release of the "Indoor Air Quality Self-management Badge Promotion Operation Points" on July 2, to encourage public and private places to promote and maintain indoor air quality, 1 seminar meeting, 1 publicity activity and 2 radio station publicity were held this year. This year, a total of 6 excellent-level badges and 6 good-level badges were issued.
5.Taitung environmental protection project
The Taitung environmental protection project (cross-division) compile meeting was held in March, and the first draft of the Taitung environmental protection project was completed in June. The project content is divided into 16 chapters. The final expert review meeting was affected by the epidemic and replaced by a written review in July. And then EPB supplemented, amended, and replies based on the comments of the committee members. Eventually the project has been approved in September, submitted to EPA, and announced in November.
6.The purification area of air quality
By the end of October, the on-site inspection of 21 purification area of air quality was completed, and the assessment results totaled 8 excellent, 11 good and 3 medium. The assessment results were registered in the "Purification Area of Air Quality and Environmental Greening Nursery Plan" website in November.
7.Administrative cooperation matters
In line with the county’s characteristic air quality adverse events in recent years, the changes of air quality were grasped from the station data and were monitored by direct-reading instruments on the spot while the day of the Lantern Festival. This year’s Lantern Festival was affected by the epidemic, and the detour activities were cancelled so that air quality was better than previously years.
However, this year there have been 3 events in this county where the air quality reached the warning value (PM2.5 hourly concentration 35 μg/m3), it has been investigated that Taitung City on January 9, February 11, and Guanshan Town on May 5 were caused by temples and folk customs detours, Lunar New Year and Mazu’s birthday detours. In October and November, the Taitung County Air Pollution Reduction Action Team meeting was held to explain the statistical results of the past five years and negotiated the notification of folk activities. It is expected to strengthen the forecast of the impact of folk activities on air quality and serve as the basis for the county's continuous promotion of environmental protection rituals and folk activities to reduce burns. In addition, the meeting also assisted the EPB in the advance deployment of “2022 Jianjiao Activity” burning reduction plan.
