OP-FTIR Monitoring and Pollution Tracking in Kaohsiung City(2021)

After evaluating the impact of pollution contribution from the key industrial park of this project - Dashe Industrial Park on their surrounding environment, and considering the amount of petition of the surrounding of the industrial park, downwind area affected by seasonal wind direction of industrial park, population density and regional monitoring capacities, etc., the fixed open-path Fourier transform infrared (OP-FTIR) systems were chosen to set at Sannai Village which is near the east side of Dashe Industrial Park. On the heels of the approval of Environmental Protection Bureau Kaohsiung City Government, this project set up an OP-FTIR monitoring analysis system and weather station pursuant to the contract specifications and started the preceding OP-FTIR station to implement a continuous monitoring on April 8, 2021. During monitoring period, a total of 37 chemical compounds were identified, of which hydrogen cyanide, butadiene, acrylonitrile and hydrogen chloride exceeded the Emission Standards of Peripheral Boundary and this project proceeded to track the pollution sources. As regards hydrogen cyanide, emission through exhaust pipes from China Petrochemical Development Corporation (Dashe Site) and Kaohsiung Monomer Company may have higher contribution potential. This project already recommended the foregoing premises to improve leak from equipment components, pollution reduction of pipe emission and flare use reduction, etc. As to butadiene, Grand Pacific Petrochemical Corporation and TSRC Corporation may have higher contribution potential. This project has suggested the preceding two premises to treat exhaust emissions using pollution control equipment first to reduce the frequency of the use of flares during startup and stop period, if possible, and improve deficiency or performance of pollution control equipment. With respect to acrylonitrile, China Petrochemical Development Corporation (Dashe Site) may have higher contribution potential. This project already suggested the above-mentioned premise to improve the problems of fugitive emission from storage tanks. Respecting hydrogen chloride, no factory in Dashe Industrial Park registered to use or produce the foregoing chemical specie in quantity and the frequency of its detection was extremely low, which was attributed to accidental and low pollution type. At the present stage, China Petrochemical Development Corporation (Dashe Site), Kaohsiung Monomer Company and Grand Pacific Petrochemical Corporation have reached preliminary improvement; however, TSRC Corporation will draw up a plan for improvement in the future. Besides tracking down the improvement of the above-mentioned premises for pollutants exceeding the Emission Standards, this project also horizontally provided relevant results of monitoring and checking to other control projects or sections to improve the situation of having pollutants exceeding the Emission Standards step by step by combining their control capacities.
