110 Yilan County Low-carbon Sustainable Homeland Construct and Promote Project

The work of this project can be divided into four major tasks, including "maintaining a low-carbon sustainable home operation system and related meetings," "low-carbon sustainable home action project guidance and implementation," "promoting building greening and cooling," and "expanding the promotion of the Sunshine Green Benefit/ Lightpoint Community Project. Maintain the operation system of low-carbon sustainable homes and related meetings, with the continuation of the Yilan County Greenhouse Gas Control Implementation Plan as the main task, and assist in convening pre-meetings of branch offices, consultation and discussion meetings of the industrial sector on long-term carbon reduction targets, and meetings of the Promotion Subcommittee in response to climate change. The second phase of Yilan County's greenhouse gas control implementation plan is expected to reduce the cumulative carbon emissions. The second phase of the implementation plan is expected to achieve a cumulative carbon reduction of 1.151 million metric tons (including the results of the first phase), accounting for 14.8% of Yilan County's benchmark value and meeting the 10% target of the second phase. We have assisted seven villages/communities in Yilan County to implement low-carbon sustainability action projects, such as community carbon footprint inventory, green building cooling measures, rainwater recycling system, agricultural waste recycling, and replacement of traditional lighting with LED lighting. In addition, we assisted one village in obtaining silver-level certification and five villages in obtaining bronze-level certification for low-carbon sustainable home certification, and assisted 12 villages in completing the registration process for the certification system. The overall participation rate reached 55%, and 10 villages were assisted in completing on-site inspections to maintain their ratings. In addition, the project assisted the community of Kelin to cooperate with Lanyang Power Plant to plan the construction of a micro-hydropower system at the flood weir of Annong River to effectively utilize the abundant water resources of Yilan County. In addition, citizen power plant workshops are held in conjunction with three communities to raise the energy literacy of the public and provide incentives for policy guidance and subsidies to lower the threshold for participation and strengthen the link between local and renewable energy sources, with the goal of promoting a variety of citizen power plant cases.
