Implementation of New Vehicle compliance certificates and Selective Audit Testing and In-Use Vehicle Recall Investigation Testing for Gasoline Passenger Cars and Motorcycles and Drafting of the Relate

Absrtact	The objective of this project is to assist Taiwan EPA to carry out new gasoline passenger cars and motorcycles emissions control related tasks; the major directions include carry out new vehicle exhaust emissions control tasks, in-use vehicle recalled investigation test and drafting of emissions control measures . As to the task of exhaust emissions control for new gasoline passenger cars and motorcycles: in the year of 2021 to Nov. 2022, 1,700 compliance certificates were issued for passenger cars and motorcycles and the certified emissions values were distributed below half of the regulatory limit values. As to the new vehicle Conformity of Production: 7,693 vehicles were tested and the distribution of resulting values were consistent with the distribution of certified values. As to the new vehicle selective audit testing: 580 vehicles from 92 companies were tested and one engine family has been recalled, and the rest of the engine family met the emission standards. As to the task of low emissions green vehicle evaluation: 40 models for passenger cars and 19 models for motorcycles were selected. As to the imported vehicle individual testing, 25,079 vehicles were tested and most of the test results were below half of the regulatory limit values. There were 20 passenger cars and motorcycles selected for the recall investigation testing and the testing results for each pollutant were met the emission standards. As to the vehicle emissions control measures being implemented in the world : in EU, European Commission will postpone the release date of the Euro 7/VII draft to Nov. 2022, and introduce the Euro 6e amendment draft. This project also cooperates with the relevant policies and regulation requirements, carry out the revision of the certification regulation for vehicle and motorcycle and verification process and testing procedures, and assist the authority to guide the vehicle dealers to carry out the recall and correction plan. This project also provides research and analysis suggestions to competent authorities, the topic such as the charge system of certification, noise consolidation management, regular replacement of catalysts and the introduction of ORVR into vehicles, net zero carbon emissions and vehicle electrification, and global new energy trends of vehicles. The SBC research and test analysis of motorcycle has been completed, and proposed the suggestions for the durability regulations.
