The Project of Functional Analysis and Supporting Measures of the Bureau of Environmental Inspection’s Organizational Reform

Based on the literature analysis method and in-depth interviews, and comprehensive consideration of the core functions and key issues that modern environmental management organizations should deal with, current environmental management-related functions of the Bureau of Environmental Inspection, current administrative legal relations and the concurrence of related laws and regulations, and the future administrative and legal concurrence issues that will be faced by the changes in the organizational functions after the reform, the Project proposes the principles for the establishment of the Ministry of Environment and the work division among the third-level agencies, as well as the draft organizational functions of the future Bureau of Environmental Inspection. Finally, the Project develops the policy plan for the organizational reform of the Bureau of Environmental Inspection and completes the policy feasibility assessment. After research and analysis, the Project believes that the environmental management organization should take the four principles of stakeholder communication, early warning mechanism establishment, policy learning, and technological innovation as the functional development direction and strategy. Therefore, the future Bureau of Environmental Inspection should have four core functions after organizational reform, including the environmental governance capabilities that guide the industry to respond to emerging international issues, the introduction of digital technology systems, and the strengthening of inspection independence and punishment capabilities, emphasizing the integration of permits to facilitate industry compliance, and optimizing and strengthening existing scope of work to integrate review and supervision. To achieve the mentioned core functions, the Project proposes that the future Environmental Management Agency should respond to international trends and implement corresponding measures, such as establishing a green energy and carbon certification trading mechanism, introducing digital inspection, strengthening penalty enforcement, integrating permit mechanisms, and innovating environmental impact assessment systems. Hence, the future Environmental Management Agency can fully perform functions and assist industrial upgrading and transformation. Hopefully, through leveraging environmental management strategies, the overall economic and industrial competitiveness will be enhanced.
