The "Soil and Groundwater Pollution Investigation and Verification Work Plan" of the Taitung County Environmental Protection Bureau (hereinafter referred to as the Environmental Protection Bureau) is one of the important annual pollution prevention and control project plans. The work objectives of this year include: regular monitoring of soil and groundwater quality, and management Site inspection and control, pollution verification and improvement results verification operations, etc., to achieve the goal of sustainable use of land resources in Taitung County.
To this end, the Environmental Protection Agency, in order to continuously monitor the soil and groundwater pollution in its jurisdiction, commissioned Yushan Environmental Engineering Co., Ltd. (hereinafter referred to as the team) to implement the "110 Soil and Groundwater Pollution Investigation and Verification Work Plan-Taitung "Counties" (hereinafter referred to as the plan), the overall work is in compliance with the contract requirements, and the total progress is 93.7%, as shown in Table 1 for details. The progress of the implementation results of various tasks is shown in summary table 2 and summarized as follows:
1. Groundwater quality survey operations
This year, the survey operations of 5 secondary monitoring wells at Sanxiantai Gas Station, Changxin Gas Station and Ludao Thermal Power Plant (V00061, V00062, V00063) concerned pollutants VOCs and TPH groundwater quality. The survey results are concerned with pollutants VOCs and TPH. Lower than the second type of groundwater control standards.
2. Maintenance of monitoring wells
There are a total of 35 monitoring wells in Taitung County (8 regionally and 27 on-site). The water quality monitoring results of the past years show that the measured values of the V00060 monitoring well (Luye Township Office-2) are far lower than the second type of groundwater. According to pollution monitoring and control standards, the water quality is in good condition, there is no obvious difference, and it is judged that there is no risk of pollution, as shown in Table 4.2.4-1, and the appearance is easy to be crushed by vehicles and covered by asphalt, so waste wells are handled. , The number of monitoring wells in the jurisdiction has been changed to 34 (8 regionally and 26 on-site). This plan will complete the appearance maintenance of 3 monitoring wells this year (110). Shangjing Brand), V00073 Yuemei Elementary School (replacement of well locks, repaint) and V00014 Jian'an Gas Station (replacement of warning caps, repaint); 7 internal functional maintenance operations (Lvdao Thermal Power Plant 1~3 , Ludao Automobile Fishing Port Station, Yuemei Elementary School, Changxin Gas Station and Sanxiantai Gas Station), and conducted micro-water tests and in-well photography. The monitoring wells with abnormal monitoring results have been improved; 5 foreign body removal monitoring wells ( Jian'an Gas Station, Nursery, Songfu Automobile, Ludao Gas Station MW01~03), as shown in Chapter 4 for details.
3. Pollution potential inspection of underground storage tanks, online reporting and inspection, and on-site inspections
A total of 54 gas stations in the jurisdiction this year, all completed the online declaration operation within the declaration period. The declaration rate was 100%. In the first half of the year, only one Fuchi gas station declared abnormally. The main reason is that the leak detection pipe ( P10) The effective depth is insufficient. After the on-site survey, the leak detection tube (P10) can still maintain the monitoring range of 5 meters in the station. Therefore, the Fuchi Gas Station proposed to abolish the leak detection tube (P10) on April 16, 110. The abnormal situation in this report has been eliminated after consultation between the Environmental Protection Agency and the back-end of the system; this plan is based on the Environmental Protection Agency to establish a pollution potential evaluation mechanism, and the underground storage tank system evaluated as high pollution potential should be handled to prevent groundwater pollution There are a total of 10 physical facilities inspections, leak detection tube function tests and oil and gas monitoring (Sanxiantai, Changbin, Donghe, Taiyuan, Dongzhan, Taitang Zhongxing Station, Wilderness, Taimali, Dawu, Ludao Fishing Port gas stations). The results show that each The PID/FID of the soil gas in the station are both less than 500ppmV, which is below the legal warning value and is in good condition.
4. Confirmation and guidance on compliance with laws and regulations of the above-ground storage tank system
The 110 years of ground storage system compliance verification and guidance work, as of July 28, a total of 75 companies have been coached, of which 59 companies need to submit improvement plans, of which 54% of the accommodation companies are the largest case. During the counseling process, most companies are willing to cooperate with improvement. Due to the lack of awareness of regulations, follow-up counseling is required. Common deficiencies are mostly that there is no inspection record and spill-proof facilities that do not meet the standards. This plan will continue to track and counsel the industry Submit the improvement plan within the deadline.
5. Management, inspection and emergency response of the tube site
As of December 6, 110, this project has completed 12 inspections of the Ludao Fishing Port Gas Station Pipeline Site. The Ludao Fishing Port Gas Station approved a soil and groundwater improvement plan on August 4, 109. The total period is 18 months. The current remediation progress is the operation of the remediation equipment of the Ludao gas station and the treatment of the contaminated soil in the biological rehabilitation field; this plan was to set up a simple well at the Ruiyang gas station in 109 to conduct groundwater sampling and analysis. The pH, conductivity, dissolved oxygen, and redox potential values of groundwater vary greatly. It is determined that the gas station may put chemicals in the groundwater during soil excavation operations. Therefore, the inspection was carried out on April 12-13, 110. The results of the verification were soil. The measurement items of VOCs and TPH are lower than the soil pollution monitoring standards, and the measured values of groundwater VOCs and TPH are lower than the groundwater pollution control standards of the second type; in the jurisdiction, the Hao enterprise company dismantled the boiler on the second floor, which caused the ditches and agricultural soil to be polluted. The Taitung Environmental Protection Bureau required the industry to make improvements within a time limit, and the improvements were all below the monitoring standards; the Taiping Camp area had serious diesel engine oil leakage in the first half of the year. To clarify the pollution concerns, the oil and gas concentration in the soil gas monitoring wells of the storage tank system were tested in the second half of the year. The test results were all Lower than the legal warning value; Taitung County Taimali Township Wilderness Section 748~751 because the villagers found that the land number has accumulated waste and many fruit trees are planted nearby. In order to eliminate the doubt of pollution, the township office wrote a letter The Environmental Protection Bureau is requested to assist in the investigation, and the results of the investigation are below the soil monitoring and control standards; in order to grasp the potential status of underground pollution in Taitung, the soil and groundwater will be conducted for those with abnormal conditions at gas stations in the first and second half of the year (Wannian and Taitung gas stations) Verification operations and verification results are all below the legal standards.
6. Handle legal explanations, education and training meetings and press releases
This year, we completed 2 legal briefings, 2 education and training sessions, 2 farmer publicity meetings and 8 school publicity activities, and produced 400 publicity materials, 400 story books, and 600 publicity materials. It will be issued during the guidance meeting, and 6 press releases will be issued, and a DIY promotion activity will be held to "plant paper" soil, so that environmental awareness can be deeply rooted in the hearts of the people and create a sustainable development and environmental protection pattern.
Seven, database update
The team has incorporated the results of monitoring well maintenance, water quality testing, and gas station verification results into the soil and groundwater information management system of the Environmental Protection Agency in accordance with the implementation results and within 30 days after the end of the work project.
8. Assist in managing the site management
The total number of polluted sites in the county is one remediation site, Ludao Fishing Port gas station. At this stage, the inspection operation from January to December has been completed, and the records have been uploaded to the SGM system for the EPA's reference.
9. Assist the agency in handling the performance evaluation of the soil and groundwater pollution remediation business
As of November 31, 110, the 110 annual Taitung County Environmental Protection Bureau's performance appraisal-soil and groundwater pollution remediation business (third quarter) had a total score of 85 points.
