2021 Kaohsiung City Tribute to the Ocean - Coastal Cleaning and Maintenance Plan

The Environmental Protection Administration of the Executive Yuan approved the "Tribute to the Ocean - Coastal Cleaning and Maintenance Plan" (2020~2023 years) in May, 2020. Kaohsiung City owns a 63-km long shoreline with 17 units holding the land rights, including 7 ministries of the central government and 10 bureaus of the Kaohsiung City Government. In order to support and implement the central government's policy, the Environmental Protection Bureau of Kaohsiung City Government (EPAKCC) put forward the "2021 Kaohsiung City Tribute to the Ocean - Coastal Cleaning and Maintenance Plan". This plan is divided into three major tasks: "promotion and management of coastal cleaning and maintenance", "inspection, reporting and immediate removal for coastal environmental cleaning", and "other related tasks". 2021 Kaohsiung City Tribute to the Ocean - Coastal Cleaning and Maintenance Plan has held two working group meetings and all items in the conclusion of the meeting have been de-listed. The units with coastal land rights should continue to carry out coastal land cleaning work. Moreover, Kaohsiung City was not listed in the top 20 dirtiest shorelines in the 2021 Coastal Mess Survey released by EPA. The Coastal Cleanup Information Platform shows the result that every government units were completed their cleanup results of target, except for the Water Resources Bureau and the Public Works Bureau in some months. The length of coastal cleanup under Kaohsiung City's authority is 811.92 kilometers and the accumulated cleanup capacity is 791.70 metric tons. In addition, the immediate cleanup of dirty spots was reported 10 times, with a total of 10.4 tons cleaned up and 34 laborers mobilized. The coastline managed by Kaohsiung City has been inspected 34 times, and the one under the central government has been inspected 8 times. The total of 204.4 kilograms of sporadic garbage were collected. The results show that Linyuan District is the worst area for littering, with a total of 18 reports including 13 ones concerning the coast under central control. The other administrative districts, namely Qieding, Yongan, Zihguan and Xiaogang, were informed once, Mituo District twice and Cijin District seven times, while Nanzih District and Gushan District were not informed. Immediate removal operations of waste were carried out twice and cost NT$114,000, removing 4.73 tons and 29 tons of coastal waste respectively. In summary, the results of the coastal management effectiveness were listed as 22 hot spots of coastal waste. At the Kaohsiung Beach Cleaning Club promotion meeting, which integrated local businesses, neighborhood residents as well as schools, participants welcomed the contents and idea of the EPA's Beach Cleaning Club and many citizens expressed their willingness to join the club as members. It is expected that the beach cleanup activities will boost the tourism value generated by Cijin District in 2022.
