The Implementation Plan to Improve Air Quality in the air basin and air pollution reduction in the No. 6 Naphtha Cracker off-shore island industrial zone.

The Environmental Protection Administration (EPA) used to use the Pollutant Standards Index (PSI) to alert the public and government agencies of significant air pollution events. In December 1st, 2016, the Air Quality Index (AQI) was adopted to improve the representation of air pollution with its inclusion of 24-hour PM2.5 and 8-hour O3. On this bases, the conventional strategy of improving the 1-hour PM10 and O3 was shifted to improving PM2.5 and 8-hour O3 concentrations. Therefore, the EPA launched the air quality control zone stationary sources emission reduction projects to control the predecessor compounds of PM2.5 and O3 (PM, SOx, NOx, and VOCs, collectively as PSNV). This project has been continuous for many years and has three main tasks: emission reduction in the Central, Yunlin-Chiayi-Tainan, and Kaohsiung-Pingtung Air Quality Zones; control of emission from petrochemical industries; and control of PM2.5 emissions from stationary sources. Regarding the emission reduction in the Central, Yunlin-Chiayi-Tainan, and Kaohsiung-Pingtung Air Quality Zones, the control measure focuses on the control of regional PM10 and aromatic hydrocarbon emission. In terms of petrochemical industry control, control measures were taken in the Sixth Naphtha Cracker Complex and other petrochemical plants. In the area of PM2.5 emission reduction, this projects mainly deals with regional issues, including the review of relevant standards of stationary sources and emission inventory. This project utilizes indicators such as emissions quantity and time trends of air quality to evaluate the effectiveness of the control measures. The focus of control efforts had also been adjusted as the indicator changes over the years. From 2010 to 2016, the project focused on the pollution reduction control plan for the Central and Yunlin-Chiayi-Tainan area. Since 2017, our focus had been changed to a stationary pollution source reduction control measures in Air Quality Zones.
