Investigating VOCs Emissions from Stationary Sources and Promoting VOCs Control Strategies

In recent years, the poor ratio of Air Quality Index (AQI) has gradually been converted from PM2.5 (from 60% in 2017 reducing to 28% in 2020) into ozone (from 39% in 2017 rising to 72% in 2020). Therefore, the ozone pollution problems requires continuous attention and improvement. In this plan, the collection and compilation of past data on the control and promotion of volatile organic compounds (VOCs) from stationary sources were completed, including the control processes, strategy framework planning, control strategy formulation, reduction results promoted by strategies or measures, etc. In addition, in consideration of emissions and the photochemical indicators of pollutants in the processes of various industries, two industrial processes (electronic component manufacturing process and metal surface painting process) prioritized for investigation and control were proposed. The investigation on the background data of 10 factories in each of the above-mentioned two industries was completed. In terms of the survey and the control recommendations of VOCs emissions by the printing industry and the ship coating industry, an investigation on ten factories and related testing work was completed. In addition, according to the investigation results in recent years and in reference to the foreign regulatory standards, the formulation of the Air Pollution Control and Emission Standards for VOCs in the Gravure Printing Industry and Ship Coating Industry (Draft), and the compilation of VOCs Reduction and Improvement Guidebook for the gravure printing process were completed. Furthermore, the establishment of VOCs emission factors for six industrial processes were completed, including automotive, locomotive, bicycle, gravure printing, PU, and tape processes. The domestic and foreign capture efficiency measurement methods for the gas collection facilities of VOCs from stationary sources were compiled and analyzed. Domestic measurement method revisions and recommendations were also put forward. The collection and compilation of various foreign VOCs prevention equipment operation parameter connection and monitoring items were also completed. The fluoride emissions from the domestic casting industry and the glass fiber manufacturing industry were collected and analyzed. Furthermore, an article on popular science propaganda production was completed. In cooperation with the plan implementation, the economic and emission reduction benefit for the tape, PU, and ship coating industries were completed. Two sessions of ship coating operation technical briefings and two sessions of consultation meetings were also held.
