1. Promotion and Management of Kinmen County Greenhouse Gas Control Implementation Plan
At present, this plan was based on the implementation status of the "Phase II Project for setting up Kinmen Low-Carbon Island" for related management and examination tasks. The content includes the energy department, manufacturing department, residential and commercial department, transportation department, agricultural department and environmental department of the six major departments. A total of 17 promotion strategies and 41 specific promotion measures were promoted, and a total of 38 implementation plans were managed. As the end of November 2021, there were currently a few plans that were lagging behind due to the impact of the epidemic, and follow-up related matters have begun. Most of the plans are implemented in accordance with the progress and continue to be promoted and processed. Also, this project assisted in the "Kinmen County Government Low-Carbon Sustainable Homeland Promotion Group Meeting" for a total of three committee meetings, assisted the KMEPB to attend the "Kinmen Low Carbon Island Promotion Group" for one meeting, and assisted in organizing "experts and scholars consultation meetings". Moreover, it followed up the objectives to log in to "Low Carbon Sustainable Information Network" to report the work status of the Low Carbon project and its promotion effectiveness before June 30 and December 30, respectively.
2. Counseling and Transformation of Low-Carbon Community and Evaluation of the Assessment of Low-Carbon Sustainable Homeland Rating Certification
Kinmen County has a total of six townships and thirty-seven villages within its jurisdiction. By the end of November 2021, statistics showed there were thirty-six villages in Kinmen County participating in the assessment of the Low Carbon Sustainable Homeland certification, three achieved silver certificate, twelve out of all achieved bronze certificates, and twenty-one out of all successfully registered. In township level, among six townships in Kinmen County, two out of six signed up to participate in the certificate, and three of all accomplished bronze certificates. Notably, Kinmen County succeeded in a silver certificate on February 18th in 2019. It is worth mentioning that, among the Taiwanese village participation rate, Kinmen County owned a 97% participation rate, which ranked third in the country. Furthermore, as discussed in the bronze level, Kinmen County has more than 41% of villages reached this goal and placed the third in the country.
This project held a briefing about the assessment and rating system of the Low Carbon Sustainable Homeland certification. Based on each community's characteristics and foresight acquired from the community consulting institution in 2020, and encourages all villages to continue to implement low-carbon sustainability work to enhance the community’s motivation to strive for copper and silver certification. Based on the characteristics, strengths and weaknesses of different communities, selected communities that have the above certification ratings and are proactive, and promoted low-carbon sustainable action projects that focus on ecological greening, resource recycling and low-carbon life, and have substantial carbon reduction benefits, so that low-carbon life can be smoothly promoted to all towns. This project counseled 5 communities and promotes a total of 6 implementation categories. It is estimated that 123.10 kg of carbon sequestration can be achieved a year.
The aim of the implementation of the counseling of action project is to promote administrative units at all levels to participate in the low-carbon sustainable homeland certification rating and strive for a better rating. In order to advance the evaluation of low-carbon sustainable homeland certification in Kinmen County, this project counseled 1 village to apply for silver certification, 2 villages to apply for bronze certification, and 1 village to apply for certification. At this stage, Jinshui Village in Jincheng Town has obtained silver certification on December 14, 2021, and the actual score for the silver level is 86; Xinhu Village in Jinhu Town and Xinshi Village in Jinhu Town have obtained certification on August 11, 2021 For Bronze certification, the actual scores for Bronze are 92 and 80 points respectively. In addition, in order to take the certification rating of Kinmen County to the next level and make the village participation rate reach 100%, this project assisted Daqiu Village in Wuqiu Township to register for certification, and the registration was successful on July 13, 2021.
Also, the subsidized unit must regularly check its maintenance and operation. Therefore, this project checked the results of the subsidized action items of 21 community that the KMEPB subsidized in 2019, and 4 of the township or village that have received bronze ratings. The results of the township or village are checked on-site to ensure that the community continues to promote low-carbon measures.
3. Promote low-carbon action items adapted to local conditions
In recent years, the extreme climate caused by global warming and climate change has reached a point that cannot be ignored, and the world has also faced unprecedented challenges. In order to understand the knowledge related to energy saving and carbon reduction, as well as mitigation and adjustment. For example, being community-oriented, planning regional cooling and improving regional adaptation capabilities by combining local needs, and because Kinmen County has been vigorously promoting elderly meals in recent years, how to eat healthy and safe with fuel-saving, power-saving, and water-saving cooking methods? The goal of saving energy can be achieved by promoting low-carbon diets. This project assisted KMEPB to promote low-carbon action items adapted to local conditions, handled 2 courses on climate change adaptation related training courses, and assisted 4 communities in writing plans for renovation work which is estimated 50.48 kg of carbon per year can be sequestered, and held 2 energy-saving kitchen-low-carbon diet practical workshops, with a total of 76 people participating together. By training environmental knowledge talents to achieve the purpose of delivering low-carbon sustainable homeland policy, the concept of Kinmen low-carbon island can take root in the minds of residents and cultivate a low-carbon lively culture.
4. Promote the Verification of Greenhouse Gas Inventory Registration
According to the 2021 "Performance Evaluation Principles of Local Environmental Protection Organs in Promoting Actions in Response to Climate Change," on-site verification of emission source emission data and related facility data (including listed and unlisted objects) should be performed, and the unlisted objects (including manufacturing, residential and transportation department) emit 10,000 to 25,000 tons of CO2e per year (including direct and indirect emissions) are the main target. Therefore, the on-site inspection in Kinmen County must include the listed and unlisted objects, and the inspection of more than 5 companies (inclusive) will get a full score. As mentioned above, since there are only 3 companies in Kinmen County that should declare, it is necessary to check 2 unlisted objects for on-site inspections. This project fulfilled the system registration completion check of the item of "Source of the greenhouse gas emission source" (i.e., the restricted objects) on the "National Greenhouse Gas Registration Platform", and also carried out on-site inspections of the annual reports of the three limited businesses, counted the total emissions of about 210,700 tons of CO2e in 2020. Besides, in order to understand the greenhouse gas emissions of fuel in the process of companies with stationary pollution permits, this project checked all 10 companies using fuel. Not only that, the 10 companies should act by the agency's stipulated period to submit the "Site Checklist for Stationary Pollution Sources of Greenhouse Gas Emissions" to complete the maintenance and verification of the system list. In 2020, the 10 emission sources with stationary pollution source permits have checked a total of 38,414.89 metric tons of CO2e.
5. Administrative Management Procedures
(1) Purchase of propaganda
The project cooperates with several conference activities or briefing sessions, combined with the content and practicality of the event, and 85 pieces of propaganda products purchased and sent at the rating system briefing session and climate change adaptation-related training course after the resolution of the KMEPB.
(2) Manage community websites and green blogs
The project assisted the KMEPB in managing community websites, updating articles or news about energy conservation and carbon reduction on the Green Web blog, and sharing it by using the existing "tweet button" on the Facebook fan page created by the KMEPB. By the end of November, there were fifty-one articles or news related to energy conservation and carbon reduction updated on the Green Web blog.
