National climate change adaptation strengthening and action plans development

This project is to assist the Environmental Protection Administration to develop National Adaptation Plan. The focus of this year includes the integration of the National Climate Change Adaptation Plan implementation results, promotion of Adaptation Communication concept aligned to the United Nation Framework Convention on Climate Change and Paris Agreement. One Climate Change Adaptation conference was held. Contents on Taiwan Climate Change Adaptation Platform has been updated. The main achievement are summarized as follows: 1. Since all ministries have completed climate change adaptation reports, to provide opinions discussion forums with five specialists attending were held on August 10 and 11 for respective fields. In addition, after reviewing literatures, it is found that at the beginning of the adaptation works, countries have mostly focused on promoting the institutionalization and legalization of the evaluation and supervision mechanism as a priority. Therefore, our team has selected several representative practices to research and analyze. 2. In line with the National Climate Change Adaptation Action Guideline, the structure of the next National Adaptation Action Plan (2023-2027) has been completed. With the integration of risk management and National Climate Change Scientific Report, key topics and prioritized subjects are sorted out in the next stage planning. 3. Tools or programs to encourage companies to adapt to climate change in the United Kingdom, Germany, and Japan are collected. Relevant laws and regulations of the United States, the European Union and other countries are analyzed. International tools or programs from United States, Europe, and Germany that encourage companies to adapt to climate change have been collected. Industry cases from the Ministry of Economy, Trade and Industry of Japan are collected. Our team suggests that examples from abroad are beneficial to promote adaptive opportunities in Taiwan. 4. The contents of the UNFCCC have been counted. IPCC special reports and other international adaptation risk assessment practices have been reviewed, including the original and concept of the ICTU specification. COP26 conference information this (2021) year has been tracked down. 5. Adaptation Communications can be included in National Adaptation Plans, NDCs, National Communications or other forms. Among 26 countries that have submitted Adaptation Communications, of which only 9 countries submitted it independently. The Adaptation Communications of remaining 17 countries are included in National Determined Contributions or National Communications. The first draft of the Adaptation Communication of Taiwan is completed. 6. Assisted the Environmental Protection Administration to cooperate with the Yu Jizhong Cultural and Educational Foundation to organize the "Climate Change. Zero Carbon Competition" expert dialogue forum on September 28, 2021. A total of 84 people participated. The composition of representatives from different fields such as schools, enterprises, and non-governmental organizations. All of them are concerned about climate change issues. The forum invites experts and scholars to conduct dialogues and discussions on the three aspects of carbon reduction, legislation and industry. After the meeting, 2 full page articles were published in print media, regarding the results and content of the meeting. 7. During April to October, two internationally-published articles were translated every month. Contents include the meaning of the original text and opinions from reporters. The results have been uploaded to the website platform. 8. In accordance with the latest website review policy from the department of environmental monitoring and information management. The latest news has been revised and arranged in order from newest to oldest, invalid links are deleted, and the function of community interaction has been added. In response to the reorganization of the department, the wording of the Central Management Office of the website was deleted. Continue to collect the behavior records of website users, and use the data to build a segmentation structure in the future. 9. The system has been updated to fill in the adjustment results, and it has been revised to download a blank file, and then upload the file after completing the filling. Provide examples of reporting, system operation guidelines, and the approved version of the national climate change adaptation action plan. System upload files have file name restrictions to prevent upload errors. In terms of data security, the authority used by various agencies is controlled. In addition, in the aggregation field, you can also download the results report of the action plan from the platform, and upload it to the platform for submission after the aggregation. 10. Three resolutions related to the Environmental Protection Agency in the 7 adaptation meetings have been addressed: (1) Inventory of the ISO-14091 structure, principles and guidelines which are discussed by the adaptation committees from ministries and committees, (2) discussion of the GHG law revision, (3) establish inter-ministerial climate change adaptation frameworks and methods, and analyze the content of responses. 11. The core concepts of nature-based adaptation (NbA) and nature-based solutions (NbS) have been researched. The two can be designed and implemented at the same time. NbA can be used as the core goal of the field and refer to the eight principles and five categories of NbS. 12. Collected and compiled 11 draft amendments to the GHG law including the proposals from the Environmental Protection Agency, comparison and analysis are conducted.
