Taiwan is an island located on east longitude 120 to 122, north latitude 22-25. The east of Taiwan is the Pacific Ocean, and the west side is across the Taiwan Strait form China. The north and south total length has 377 kilometers and the width has 145 kilometers approximately. The total length of coastlines is about 1,200 kilometers (including Penghu Islands is about 1,520 kilometers) The Executive Yuan promoted the “Salute to the Sea” policy after the "Salute to the Sea" policy. For this reason, the Executive Yuan had several meetings with 9 ministries and 15 government agencies including the Ministry of the Interior, Ministry of Transportation And Communications, Ministry of Economic Affairs, Ministry of National Defense, Ministry of Finance, Council of Agriculture, Executive Yuan, Ocean Affairs Council (OAC), Ministry of Education, and Environmental Protection Administration, Executive Yuan (EPA), etc., to devise the work of the coastal cleanup and source management for each ministry. The Executive Yuan also pointed out five major policies of ocean friendly, “cleanup”, “ reduction”, “waste disposal”, “transparency” and “education” to discuss with local governments in order to establish a system and implement those policies for making every inch of the 1,520 kilometers coastlines clean. The EPA approved the "Salute to the Seas:Coastal Cleaning and Maintenance Plan" (2020-2023) in May 2020. According to the division of work for each ministry, EPA’s responsibility is to control plane and the local governments are reasonable of land management. The total length of Kaohsiung City’s coastline is 63 kilometers. There are as many as 18 units of land rights management, which are 7 central ministries and 11 Kaohsiung City Government Bureaus. The Environmental Protection Bureau of the Kaohsiung City Government proposed the “2022 Kaohsiung City Salute to the Seas: Coastal Cleaning and Maintenance Plan” in order to follow and cooperate with the central policy. 1. Executive the work of environmental cleaning and inspections, reporting, and emergency clearance of Kaohsiung City’s coastline The contents of this plan are mainly divided into three major items, which are “coastal cleaning and maintenance promotion and management”, “environmental cleaning and inspections, reporting, and emergency clearance”, and "other link work items". The results of active cleaning on the coastal cleanup information platform have been uploaded by each unit every month . There were 2 cases of active cleaning compliant with the requirements of the platform, and the cleaning work were completed within 7 days. According to the inspection results, it was easier to find out some dirty spots in Linyuan Dist. in Kaohsiung City. Except Yongan District, Nanzi District, Gushan District, and Xiaogang District, the rest districts all had hotspot areas along the coastline, and these areas should be listed as the focal Inspection area. There were 25 reports of dirty spots, 19 of them were the coastal lands of our city ,6 of them belongs to the central government and all of them had already been cleaned up. The contract amount of emergency clearance is NTD80,000, and the emergency clearance work only implemented on time. The next time is expected to be implemented on November 29 and the area will be 1512 Fengyun Section , Linyuan District. The type of waste is driftwood, and the cleaning weight is 2.91 metric tons. 2. Strengthen the communication to the coastal cleaning and maintenance units of our city The 2022 Salute to the Seas: Coastal Cleaning and Maintenance Plan held 2 working group meetings, and the conclusions of the meetings were all declassified. The contents of the meeting were the 2022 central assessment statement, the effectiveness of coastal management, and the 2023 annual beach cleanup cooperative expansion statement. Every Coastal land management units must continue to do the coastal cleaning work. 3. Build a demonstration zone of Kaohsiung City innovative beach cleanup cooperative. The demonstration zone of Kaohsiung City innovative beach cleanup cooperative is located in Qijin District, and it cooperates with 6 coastal stores and sets up 4 honest beach cleanup tool-borrowing areas for the public to use. During the time of implementation, 3 Facebook posts were posted, and the posters were pasted in 16 places for publicity. So far, the number of tool borrowers in the honest beach cleanup tool-borrowing areas has reached to 429, and the number of tool borrowers from cooperative stores has reached to 499.
