2022 annual Kaohsiung City Promotes River Dust Prevention and Propaganda Project

The project has been completed from 6th July, 2022 to 5th July, 2023. The following description: This project, which is choosing seven different inspection areas of the Gaoping River from the upper reaches of Liling Bridge at Dashu to the estuary at Lin-Yuan. According to the content of the project and contract, carry out the dust inspection of the Gaoping River every month. On average, there should be at least 10 days a month. The statistical project is currently implemented in June 30, 2023 and a total of 120 inspections have been completed. At the same time, it inspected and recorded the gravel storage sites along the Gaoping River from time to time. It inspected 4 times until the end of June, purchased 2 satellite images and executed 4 aerial photographs. Through satellite imagery data acquisition, the bare land area of the Gaoping River Basin on April 30, 2023 (non-flood season) was a total of 2,284.9 hectares. This represents a decrease of 147.6 hectares compared to the previous period (November 26, 2022), with the main reduction occurring in the first zone (surrounding the Xiezhang Bridge section) and the second zone (Gaoping Dredging Project section).Furthermore, aerial operations confirmed that the bare land in the first zone is situated on the left bank of the downstream river channel of the Xiezhang Bridge. The main reason for this is the significant increase in the duration of dredging operations in this area, resulting in the emergence of bard land covering approximately 43 hectares. As for the second zone, the exposed land is primarily concentrated in the central and left bank areas of the Gaoping Dredging Project section.In addition, in view of this situation, the Southern Water Bureau has taken measures to implement water coverage techniques (ponds) in the vicinity of the dredging project, covering an area of 52 hectares. This is done to suppress the growth of bare land area.Simultaneously, based on satellite imagery and aerial survey results, 2 field inspections of the bare land along the Gaoping River were conducted, along with 2 coordination meetings. This was done to gain a comprehensive understanding of the actual distribution of bare land along the Gaoping River's banks. Additionally, there was 1 river dust incident in Kaohsiung City from July 2022 to June 2023. The 7th River Management Bureau and the Southern Region Water Resources Bureau also utilize the bare land analysis data provided by this project. Each year, they implement dust mitigation techniques on the bare land along the Gaoping River to reduce the area of bare riverbed and mitigate the phenomenon of dust emission in the Gaoping River watershed.In the subsequent years, the two bureaus completed various improvement techniques with the following areas covered: In the year 2020, a total of 651.2 hectares of improvement techniques were implemented. In the year 2021, a total of 723.2 hectares of improvement techniques were executed. In the year 2022, a total of 1,026.75 hectares of improvement techniques were carried out. In the period from January to June of the year 2023, a total of 704.408 hectares of improvement techniques were implemented. The implemented improvement techniques include measures such as constructing water channels, covering with straw mats, setting up water lines, sowing grass seeds for green cover, and conducting dredging projects. This year, the current project has selected key areas prone to dust emission through satellite imagery, aerial surveys, and inspections. Collaborating with river management authorities, corresponding improvement techniques have been implemented in these areas. These techniques include: implementing water coverage (water channels) upstream of the Liling Bridge, employing water coverage (ponds) and spreading fruit tree wood chips upstream of sediment retention weirs, implementing water coverage (water channels) downstream of the Wandan Bridge, allowing planting and implementing straw mat cover downstream of the Wandan Weir. In comparison to periods before these measures were taken, there has been a significant reduction in both the scale and duration of dust emission from the riverbank during strong southern winds. In the future, this project will discuss the focal points of the upcoming phase through action plan meetings. Additionally, in conjunction with cleaning the surrounding environment along the riverbanks, efforts will be made to prevent both road dust resuspension and negative effects arising from riverbank dust emission. According to statistics, from July of the 2022 to June of the 2023, this project has successfully completed the cleaning of approximately 1,545.65 kilometers of coastal roads and recognized the washing and sweeping maintenance of 21,931 kilometers of access roads along the banks. The total reduction in Total Suspended Particles (TSP) amounts to 323.98 metric tons, with a corresponding reduction in PM10 levels totaling 61.04 metric tons. In 2022, this project will focus more on the promotion and improvement part, and realizes that the action should start with education. The promotion targets are divided into two parts as follows. (1) The first phase of the project targets teachers and students from junior high and elementary schools along the Gaoping River. It particularly focuses on schools situated along the Gaoping River that are more severely impacted by riverbank dust emissions. Up until June 30th of the year 2023, a total of 2 awareness events have been conducted at Meinong Elementary School in Meinong District and Chiaoliao Elementary School in Daliao District. Approximately 567 participants in attendance. (2) The second phase of the project focuses on townships and neighborhoods along the Gaoping River. The plan involves selecting areas that are particularly susceptible to riverbank dust emissions for conducting 2 dust protection awareness workshops. Up until June 30th of the year 2023, a total of 2 workshops have been organized in Meinong District and Dashu District, with approximately 447 participants in attendance. The project has implemented various activities according to the planned schedule and has indeed completed the goals of publicity and dust prevention. In addition to enhancing the public's basic protection concept for dust incidents, it also reduces the impact of river dust on surrounding areas.
