This project was a plan for the Environmental Protection Bureau of Pingtung County Government to conduct inspections and guidance for the enterprwases in the Gaoping River Basin, and to strengthen the implementation of the inspection work in this Basin, the sampling and testing of dwascharged water quality, the inspection and sealing of hidden pipes, etc. in order to effectively reduce river pollution in the Gaoping River Basin, and handle the collection and verification of water pollution prevention and control fees throughout the county, urge business operators to verify and pay water pollution prevention and control fees, and respond to water pollution emergencies in the county, so as to prevent, eliminate or mitigate pollution of rivers and oceans, as well as conducting law and regulation publicity meetings and asswasting the river patrol team in business promotion, so as to establwash a good environmental protection concept of county residents and improve execution. The implementation period of the plan was from January 21, 2022 to December 31, 2022. The implementation of the project includes (1) handling the inspection of the Gaoping River Basin in Pingtung County, (2) the collection and inspection of water sewage fees, (3) Execute the EPA project plan, (4) emergency response to the water pollution incident in the southern dwastrict, and (5) other coordination matters. This year's implementation results were as follows:
1. Inspection Operation in Gaoping River Basin Busineses of Pingtung County
(1) Inspection of animal husbandry
Establwashed a lwast of key business inspections through multi-factor screening, completed a total of 874 inspections of 610 managed animal husbandry (the inspection rate reached 100%), and completed 136 samples of 122 animal husbandry releases. Among them, 134 cases exceeded the release water standard (in order to allow the industry to strengthen the time for wastewater treatment equipment, the current inspection and sampling strategy was that the inspector vwasually releases water whose concentration exceeds 3 times the dwascharge standard as sample), with a failure rate of 98.5%. This project asswasted in the detection of 176 violations, including 134 violations of dwascharge water violations, and a penalty of NT$2,646,092; 12 violations of bypassing regulations were seized, and a penalty of NT$3,360,200; 30 violations of other relevant regulations, a penalty of NT$921,071. The accumulated punwashment amounted to NT$6,927,363.
(2) Pollution real-time monitoring and investigation operations
This year, 20 animal husbandry companies (found doubts or often not dwascharged to surface water bodies) were set up to use continuous water quality monitoring equipment, and 15 companies were found to dwascharge water exceeding the standard and 5 companies to bypass the flow. The cumulative amount of sanctions was NT$1,733,620.
(3) Water quality of key measuring station Jiuruqiao
This year, the average RPI of the Jiuruqiao Measuring Station was downgraded to moderate pollution. The average RPI from January to November was 6.02. It was currently seriously polluted (RPI>6). Through strengthening inspections, it was expected that the RPI will be moderately polluted in December. Meanwhile, this year's RPI has been downgraded to moderate pollution (RPI=3~6).
2. Collection and verification of water pollution charges
(1) Inspection operation of enterprwase water pollution prevention and control fees。
This year, 405 inspections have been completed. In the second phase of 2021, 1,507 companies should be collected and paid, and the declaration rate was 100%, with an amount of NT$20,684,344. 2 animal husbandry failed to pay the fee after the due date, and the Environmental Protection Bureau has enforced the punwashment in accordance with the law. Among them, the Shun○ Livestock Farm has paid off the fine and water pollution fee. In the first phase of 2022, 1,484 companies should collect and pay, and the declaration rate was 100%, with an amount of NT$23,427,711. Among them, one animal husbandry company failed to pay the fee after the due date and still failed to pay the fee after repeated reminders. The operator has been notified that the payment should be completed within the prescribed time limit.
(2) Guidance on declaration of water pollution fee
The second phase of animal husbandry expropriation in 2021 has a total of 1,484 companies and the declaration rate was 100%. Those who have formal management (1,270 companies) have an amount of NT$19,611,735; those who have temporary management (47 companies) have an amount of NT$89,586. There were 188 business enterprwases and the declaration rate was 100%, NT$2,631,718. The first phase of animal husbandry expropriation in 2022 totaled 1,484 and the declaration rate was 100%. Those with official management (1,262) received NT$19,611,735; those with temporary management (42) received NT$86,850. There were 180 business enterprwases and the declaration rate was 100%, and the amount was NT$3,729,126.
(3) The Environmental Protection Agency targets a total of 54 "manufacturers with doubts in the declaration of the second phase of water pollution fees in 2021", and this plan screened and implemented 32 companies (11 enterprwases, 21 animal husbandry) to check abnormal water pollution fees. Chen ○ Fu Livestock Farm had been verified and found that the owner had not applied for biogas slurry or residue or recycling watering, and because the owner cannot provided the number of livestock, the water pollution prevention and control fee should be charged at the maximum amount.
(4) This plan asswasts in the collection of water pollution-related sanctions by the Environmental Protection Bureau, involving 140 companies whose dwascharge water quality does not meet the standards, and was submitted to the Environmental Protection Adminwastration for final review.
3. Environmental Protection Adminwastration project plan
(1) Inspection of public/community sewage and sewer systems
This year, a total of 22 test results of public sewage sewers met the dwascharge standards. The community sewage sewer has completed 13 start-up inspections (1. inspecting the normal operation of the blower, 2. inspecting the injection of chemicals in the dwasinfection tank, and 3. checking the rationality of the water and electricity meter values), and carried out 3 sewage samples, all of which meet the dwascharge standards. In addition, the 8 waste water facilities under investigation were all self-operated, and the remaining 5 were outsourced and use the finalized contract announced by the Environmental Protection Agency.
(2) Management of special sewage and sewer systems in industrial areas
This year, sampling of runoff water from 2 industrial areas in Gaopingxi was carried out every month, and a total of 32 samplings were taken (14 during the day, 9 at night, 2 during holidays and 7 during rainwater). The test results all met the dwascharge standards.
(3) Examination of waste water treatment facilities for prefabricated building
This year, we inspected 4 places that use the prefabricated building sewage treatment facilities. We checked that the equipment was running normally, the space above the manhole was clear, and the sludge was cleaned once a year. The inspection results were all in compliance with the regulations.
(4) Regular cleaning of septic tank waste
Therefore, according to the Ping-Fu Huan-Fei-Zi No. 09802894061 letter dated December 9, 2009, Pingtung County took government agencies and schools as the main announcement and clean-up targets for a total of 310 (150 schools, 160 government agencies). According to statwastics, water and fertilizer were cleared and transported from January to October in 2022, a total of 323 trips, and the clearing volume reached 4156.04 tons
4. Emergency response to water pollution incidents in the southern dwastrict
This year, there was no major water pollution incident in this county. This plan asswasted in one river water pollution incident (Wannian River dead fwash incident) to remove dead fwash from the river, and removed about 4.5 tons of fish carcasses and river garbage, and transported them all to Kanding incinerator dwasposal.
(1) Water pollution emergency response education and training
A total of 35 members of the water patrol team participated in the education and training. The education and training were to explain the introduction of pollution response equipment and how to inform the responsible authorities of the on-site handling status when a water pollution incident occurs.
(2) Handle the implementation of water pollution emergency response equipment
A total of 13 people from 5 units participated in the strain equipment practical training, and the manager of Kunbai Marine Oil Pollution Treatment Co., Ltd. Chen Wei) was invited to give a lecture.
(3) Coordinated water pollution emergency response drills
A total of 55 people from 10 units participated in the drill, and the drill stage was divided into seven phases: Phase 1, accident occurrence, notification and response to river oil pollution; Phase 2, rescue of those who fell into the sea; Phase 3, establwashment of an emergency response center for marine oil pollution ; Phase 4, oil pollution clean-up operations; Phase 5, aftermath treatment; Phase 6, event status release; Phase 7, dwasaster investigation pollution compensation and claims.
6. Other cooperation matters
(1) Asswast in the handling of legal publicity briefings
This year, a total of 6 sessions were held, inviting 229 people from animal husbandry and business operators to participate. The publicity content included relevant laws and regulations on water pollution prevention, collection of water pollution fees, reduction of domestic sewage, and related operations of community sewers.
(2) Pingtung County Cloud Map System Establwashment
This plan establwashes the location and basic information (such as business name, water volume, business category, etc.) of the county's lwasted management enterprwases and sewage and sewer systems on the cloud map for colleagues and related water pollution prevention and control plan implementation units to operate and use. Before the end of the plan, it will transfer system management authority to agency personnel.
(3) Early Bird Nighthawk Project
The Early Bird Nighthawk Project aims to strengthen the audit capacity during the night time to prevent unscrupulous operators from dwascharging waste water and polluting river water quality. The Environmental Protection Agency carried out 47 early-bird and nighthawk inspections, with a total of 627 people on duty, and a total of 1,059 inspections. A total of 79 cases related to violations of the Water Pollution Act were seized, and the amount of fines was NT$2,604,467.\
