一、推動環保許可整合： 本計畫經由今(111)年經由協商會議，確定沿用現行許可整合作業流程並擇定25家擴大辦理對象名單並自5月1日起正式執行。統計至11月30日，共有56件申請案，其中7件申請案件符合共同會審及諮詢作業條件。以上作業耗用天數包括共同會審：11~18個日曆天(平均15個日曆天)及業者諮詢會議：1~6個日曆天(平均2.4個日曆天)，皆符合本市作業流程規範。 為提升轄內業者對於環保許可整合之認知，本計畫今(111)年共辦理4場次之許可整合作業宣導說明會，共有117家業者、122人參與；辦理成效如下：已基本了解許可整合推動概念與流程人員比例達到82%；已了解流向圖繪製方法人員比例已達85%；有17家業者具意願參與環保許可整合意願；與會業者希望以多元形式取得相關資訊，包括舉辦說明會(49%)，寄發相關資料(14%)，網路宣傳(6%)。 本計畫今(111)年已完成35家業者精進輔導作業，使其更新污染流向圖並符合其領有之環保許可現況；並透過辦理環保許可整合說明暨污染流向圖繪製輔導會議，協助25家新增擴大辦理業者繪製污染流向圖完成，並上傳至EMS。為提升環保局相關人員環保許可整合認知與作業熟稔度，本計畫今(111)年透過辦理1場次教育訓練會議並邀集相關權責單位及人員參與。；辦理成效如下：對於諮詢會審作業、諮詢會審系統操作以及污染流向圖繪製課程安排滿意度達86%；諮詢會審程序情境模擬滿意度達71%；污染流向圖繪製演練滿意度達86%；顯示本次活動對於受訓者具正面效益且可滿足其需求或解決其相關疑問。 為調查本市推動環保許可整合作業成效，本計畫首先調查今(111)年度參與許可整合之事業單位並彙整其反饋結果如下：所有業者皆同意許可整合會審機制有助於釐清審查意見內容以及繪製污染流向圖利於掌握全廠污染流向，讓各許可證原料或製程一致化有正向幫助；86%業者同意能縮短申請期程或減少退補件次數者，綜上所述，推動許可整合對於業者整體上屬具正向效應。此外透過調查環保局及科管局各權責單位並彙整其反饋結果如下：各單位自110年度推動至今並無執行上困難；程序作業時間，多數單位建議維持原規範25個日曆天之作業天數，故建議112年仍沿用現行規範，再視執行情形反饋進行調整。 二、推動綠色採購： 為推動鼓勵轄內民間綠色消費，今(111)年度共輔導9家綠色商店申報其綠色商品銷售額，已達1億855萬734元；為持續刺激民間綠色消費實力，本透過與轄內綠色商店合作辦理「新竹市綠色消費Buy」活動，整體綠色消費金額達9,786萬餘元；設計相關宣導文宣及宣導品並完成33場次宣導活動，並促使1,165人成為本市環保集點新會員，目標達成率124%。 今(111)年本計畫透過辦理2場次服務業之環保標章說明會取得具申請潛力業者，且透過積極輔導已於年底協助3家業者取得服務業環保標章認證(2金1銅)。本計畫亦輔導19家餐飲業者通過綠色餐廳認證及5家旅館業通過環保旅店認證，使本市綠色餐廳及環保旅店總數分別達到43家及18家。43件碳足跡標籤查核案件其標章符合率62.8%，本計畫已彙整調查結果分析資訊供環保局檢視。 本計畫今(111)年協助環保局結合在地環境教育場所(如濱海低碳環教中心)、在地特色旅遊觀光景點(如竹市動物園、南寮漁港等)與周邊具特色之綠色餐廳推出5套綠色旅遊自由行行程，並已於環保署系統上架，同時共辦理4次綠色旅遊，總出團人數已達543人(目標達成率271%)。為提升全民綠生活推廣成效，本計畫透過辦理「綠色商品滿額摸彩」活動，成本效益比達7.84倍，有效帶動話題促進綠色消費。此外，辦理「綠色生活做伙行國小繪圖徵稿比賽」，讓學童透過繪圖發揮創意及美學融合綠色生活理念，共有77名學童投稿。投稿主題以「綠色消費」(35%)及「綠色居家」(33%)主題占大宗。

1. Promote the integration of environmental protection permits: After the consultation meeting this year (2022), it had been confirmed that the current licensing integration process was followed, and 25 companies were selected to expand the list of processing objects which were officially implemented on May 1st. According to statistics, as of November 30, there were 56 applications, of which 7 applications met the conditions for joint review and consultation. The number of days spent on the above operations includes joint audit: 11~18 calendar days (average 15 calendar days) and industry consultation meeting: 1~6 calendar days (average 2.4 calendar days), all of which conform to the city's operating procedures. In order to enhance the awareness of the industry inside the jurisdiction on the integration of environmental protection permits, this project held a total of 4 sessions of permit integration operation promotion and explanation sessions this year (2022), with a total of 117 operators and 122 people participating; the results of the process are as follows: Basic understanding of permits 82% of the people involved in promoting the concept and process of the integration; 85% of the people who have understood the drawing method of the flow diagram; 17 business owners are willing to participate in the integration of environmental protection permits; the participating businesses hope to obtain relevant information in multiple forms, including holding briefing sessions (49%), send relevant materials (14%), and promote online (6%). In order to enhance the cognition and operation familiarity of relevant personnel of the Environmental Protection Bureau on the integration of environmental protection permits, this project organized an education and training meeting this year (2022) and invite relevant responsible units and personnel to participate. ;The results of the process are as follows: 86% are satisfied with the consultation and joint review operation, the operation of the consultation and joint review system, and the course arrangement of pollution flow diagram drawing; 71% are satisfied with the situation simulation of the consultation and joint review procedure; This activity has positive benefits for the trainees and can meet their needs or solve their related questions. In order to investigate the effectiveness of the city’s promotion of the integration of environmental protection permits, this plan first surveyed the business units participating in the permit integration this year (2022) and compiled the feedback results as follows: All operators agree that the joint review mechanism of the permit integration will help clarify the content of the review opinions and Drawing a pollution flow map is helpful to grasp the pollution flow of the whole factory, and it is positive to make the raw materials or manufacturing processes of each license consistent; 86% of the industry agrees that the application period can be shortened or the number of replacement parts can be reduced. In summary, promoting the integration of licenses has a positive effect on the industry as a whole. In addition, through the investigation of the various responsible units of the Environmental Protection Bureau and the Science and Technology Management Bureau, the feedback results are summarized as follows: each unit has not had any difficulty in implementation since the promotion in 2021; most units recommend maintaining the original standard of 25 calendar days for the operating time, so it is suggested that the current norms be used in 2023, and then adjusted according to the feedback of the implementation situation. 2. Promoting green procurement: In order to promote and encourage private green consumption within the jurisdiction, a total of 9 green stores have been guided to declare their green product sales this year (2022), which has reached 108,550,734 NTD; Stores cooperated in organizing the "Hsinchu City Green Consumption Buy" event, and the overall green consumption amounted to more than 97.86 million NTD; designed relevant promotional materials and promotional materials, and completed 33 publicity activities, and promoted 1,165 people to become new members of Green Point App, the target achievement rate is 124%. This year (2022), the project obtained potential applicants through holding 2 service industry environmental labeling briefing sessions, and through active counseling, it has assisted 3 operators to obtain the Green Mark Hotel certification (2 gold and 1 bronze) at the end of this year. The project also assisted 19 catering companies to pass the Green Restaurant certification and 5 hotels in the hotel industry to pass the Eco-friendly Hotel certification, bringing the total number of green restaurants and eco-friendly hotels in the city to 43 and 18 respectively. 62.8% of the 43 carbon footprint label verification cases have a label compliance rate. This project has compiled the analysis of the investigation results for the Environmental Protection Bureau to review. This project (2022) will assist the Environmental Protection Bureau to combine local environmental education sites (such as Hsinchu Coastal Low-Carbon Center for Environmental Education), local characteristic tourist attractions (such as Hsinchu Zoo, Nanliao Fishing Port, etc.) and surrounding characteristic green restaurants Launched 5 sets of green travel itineraries, which have been put on the shelves of the Environmental Protection Agency system. At the same time, a total of 4 green tours have been handled, and the total number of people in the group has reached 543 (the target achievement rate is 271%). In order to improve the effectiveness of the promotion of green life for the whole people, this plan has carried out the "Green Commodities Lottery" activity, with a cost-benefit ratio of 7.84 times, effectively driving topics to promote green consumption. In addition, the "Green Partners Elementary School Drawing Contest" was organized to allow students to develop their creativity and aesthetics through drawing to integrate the concept of green life. A total of 77 students submitted their contributions. The themes of "Green Consumption" (35%) and "Green Home" (33%) accounted for the majority of submissions.
