Professional Technology-Assisted Environmental Enforcement Project 2022

The Project implementation commences from January 28, 2022 to November 30, 2022, and results of the work can be summarized as follows: The Agency completed a total of 5 illicit profit calculations and calculation reports pertaining to environmental protection wherein 2 to 3 research and analysis conferences were convened for each case, and experts and scholars were invited to join the discussion in conferences to perfect the calculation reports. To improve the inspectors’ environmental enforcement practice and capability, the Agency organized five sessions of Seminar on Experience Exchange and Advancement Enforcement Concerning Environmental protection, inviting judges, prosecution organs, police bureaus, environmental protection agencies, taxation authorities and attorneys, environmental engineering technicians, industrial crossover professionals and other interdisciplinary scholars and experts to act the role of lecturer, of which the total number of participants reached 411. In addition, we conducted a briefing session on publicity for industrial self-management and pollution prevention targeting the environmental protection bureaus of central counties and cities and related industries such as printing, manufacturing, coating, and organic solvent in central Taiwan. Besides sharing the experience in air pollution control of gravure printing and self-management, we publicized common violations cases and relevant administrative penalties to urge the industry to materialize self-management. The total number of participants was 46. To advance the investigation and law enforcement techniques of the inspectors of the Environmental Protection Administration, the Agency organized three seminars on pollution prevention and control technology exchange in industrial sector this year, as well as inviting experts and scholars to provide on-site guidance. The communication focus in the session thereof in northern Taiwan was “Total Recycling and Zero Liquid Discharge”, the emphasis in the session in central Taiwan was “Resource Reutilization and Recycling of Waste”, and the essential theme of the session in southern Taiwan was “Intelligent Processing and Monitoring on Waste Disposal”, as well as promotion on the innovations of various industries performing of self-management. Up to 122 participants attended at the sessions. We cooperated with the Environmental Protection Administration to conduct 4 consultation meetings on the investigation of environmental crimes, and invited deputy chief prosecutors, head prosecutors or prosecutors, who have rich experience in the investigation of environmental crimes, from local procurators’ offices to serve as advisory committee members, proceeding with in-depth consultation and exchanges on implementation strategies and related issues to continuously advance and enable administrative officers more robust implementation strategies for investigating environmental crime. The number of participants was 110. To provide the inspectors with interdisciplinary professional assistance, we invited 21 professional technicians for consultation and assistance in environmental enforcement. In addition, cooperating with the needs of supervisory authorities, we completed 14 sessions of aerial photography by using remote-controlled drones, organized a “Seminar on Applications of Telemetry Device to Investigation and Collection of Evidence on Environmental Pollution”, and created a 30-person remote-controlled drone training program to assist the inspection personnel to obtain the professional certificate for remote controlled drones as stipulated in the special chapter of the Civil Aviation Act. In June 2022, the Agency had compiled and printed 200 copies of the Handbook of Common Laws and Regulations for Water Pollution Control Inspections, which contains 72 commonly used provisions and have been made available for inspectors’ use, as well as assisting editions of environmental enforcement results publicity and related documentary films, of which the total cumulative duration was 7 hours and 45 minutes, and on September 13, 2022, assisting in organizing the Golden Enforcement Awards Ceremony for Environmental Crime Inspection in 2022, in addition, assisting in convening the 135th through 143rd penalty review conferences on administrative work and delt with other tasks.
