OP-FTIR Monitoring and Pollution Tracking in Kaohsiung City(2022)

This project mainly uses the mobile OP-FTIR to monitor and track key pollution sources so we can make plans for our follow-up control. During 2022, this project plans to execute monitoring in the downwind areas of southern side of Dashe Industrial Park and area or premises around Houjin Elementary School, Formosa Plastics Transport Corporation, Taiwan VCM Corporation (Lin-Yuan Site), China General Terminal & Distribution Corporation (CianJhen Site), EERISE Corporation, TSRC Corporation(Kaohsiung Site) and Ciaotou Petroleum Supply Center of CPC Corporation, etc., according to key strategy of environmental monitoring of Kaohsiung City Government Environmental Protection Bureau. During monitoring period in the downwind areas of southern side of Dashe Industrial Park, ammonia was identified as a compound that exceeded the Emission Standards of Peripheral Boundary and Acrylonitrile, Ethylene, 2,2-Dimethylbutane and 1-butene had relatively high values, based on each monitoring result compilation. Through analyses and tracking, China Petrochemical Development Corporation (Dashe Site), Kaohsiung Monomer Company or other related facilities may have higher pollution contribution potential for ammonia; Grand Pacific Petrochemical Corporation and China Petrochemical Development Corporation (Dashe Site) may have high contribution potential for Acrylonitrile. With respect to Ethylene, 2,2-Dimethylbutane and 1-butene, USI Corporation may have higher contribution potential. During monitoring period of Houjin Elementary School and Formosa Plastics Transport Corporation, there was no value that exceeded standard or was regarded as high value. During monitoring period of Taiwan VCM Corporation (Lin-Yuan Site), vinyl chloride and 1,2-Dichloroethane exceeded Standards for Hazardous Air Pollutant Emission from Stationary Pollution Sources, and hydrogen chloride and 2-Chloroethanol exceeded the Emission Standards of Peripheral Boundary. Equipment components concerned of M01 process of Taiwan VCM may have higher contribution potential. Furthermore, relatively high value for Vinyl acetate was also identified during monitoring period of Taiwan VCM Corporation (Lin-Yuan Site) and Asia Polymer Corporation may have higher pollution contribution potential. During monitoring period of China General Terminal & Distribution Corporation (CianJhen Site) and EERISE Corporation, ethylene, propene , vinyl chloride, 1,2-Dichloroethane, 2-Methylbutane, benzene, 2-Butanone, isopropanol, methyl methacrylate and ethyl acetate had relatively high values, of which benzene exceeded Standards for Hazardous Air Pollutant Emission from Stationary Pollution Sources. As regards Ethylene, Propene, vinyl chloride, 1,2-Dichloroethane and 2-Methylbutane, China General Terminal & Distribution Corporation (CianJhen Site) may have higher contribution potential. With respect to benzene, 2-Butanone and isopropanol, EERISE Corporation may have higher contribution potential. As regards methyl methacrylate, Liusheun Corporation may have higher contribution potential. However, ethyl acetate may emit from organic solvent using and spray finishing operation from factories in this area. During monitoring period of TSRC Corporation (Kaohsiung Site), 1,3-Butadiene exceeded Standards for Hazardous Air Pollutant Emission from Stationary Pollution Sources and emission from M03 process and flare use may have higher contribution potential. For the factories that exceeded the standards or had high value potential, this project not only asks them to improve their deficiencies but also lateral provides monitoring or real-time analytics to projects or sections concerned, and adopts multi-dimensional control to reach the goal of reducing environmental pollution load by combining multilateral work capacities.
