During the implementation period of the plan, 195 effective inspections have been completed, with a completion rate of 100.0%. For repeated failure to improve in the hierarchical control guidance, the Environmental Protection Bureau has been reported to undertake the strengthening of audit control work. Please refer to Section 4-1 of this report for details.
(2) Water sample inspection work: This plan conducted a total of 88 sampling and analyzes of households, including 54 households in the animal husbandry industry and 34 households in other industries. The implementation rate was 100.0%.
2. Conduct inspections in accordance with the 2011 Industrial Zone Water Pollution Prevention and Control Management Plan: Enterprises that have violated regulations, enterprises that have not reported regular inspections or have incomplete declaration information, and enterprises whose emissions exceed the approved amount in the first half of this plan All are reviewed and confirmed, and relevant improvement measures are provided. 3. Water pollution prevention and control license review and filing work: There are 195 cases of license applications for water pollution sources as of November, of which 96 have been approved, and 99 are in the process of correction, or have agreed to commission or carry out projects. . 4. Counseling operators in writing basic information changes and simple extension cases for water pollution prevention and control related licenses (documents) and their filing work: During the implementation of the project, we assisted one company in the license application for simple extension cases. Please refer to Section 4-3 of this report for details.
5. Implementation of functional evaluation operations for waste (sewage) water treatment facilities in public institutions: a total of 10 inspection operations for abnormal risk objects and 4 functional evaluation operations for waste (sewage) water treatment facilities in public institutions. Currently, there are 10 inspection operations for abnormal risk objects. All assessments have been completed, and 3 performance evaluation sessions have been completed, with one more session to be conducted on November 9, 2020. Relevant handling methods are detailed in Section 4-4.
6. Ensure the stable operation of the automatic monitoring of water quality and quantity and the video surveillance facility system: This plan will be monitored at 8:30 every day. After confirming the number of companies that need to pay water and sewage fees, in the first half of 2011, some operators applied for suspension of collection and settlement, and were required to declare water and sewage fees. The number of fee companies has dropped to 178. As of the end of July 2011, there are still 22 companies that have not declared or paid their fees. All of them have sent letters and phone calls to remind them. In addition, 18 companies have been listed on the Environmental Protection Agency's list of doubtful water and sewage fee declarations. The water and sewage fee review work has been completed before the end of August and has been reported to the Environmental Protection Department as a reference for recovery or refund. 8. Promote the policy of using livestock manure and slurry as agricultural land fertilizer and strengthen the inspection and control of livestock farms: This project has selected four applicants for guidance. During the project period, it will target four livestock slurry and digestate residues, groundwater and We irrigated farmland soil and took samples. At the end of September, we assisted in writing a plan for using biogas residue and biogas slurry as fertilizer for farmland and submitted it to the Department of Agriculture for review. We also targeted 19 businesses that have obtained biogas slurry and biogas residue approval. The 13 operators that are eligible to release water for irrigation undergo quarterly on-site inspections. So far, they have completed the first to third quarter inspections, as shown in Section 4-9.
9. Conduct publicity and briefing sessions on water pollution sources: According to the contract, this plan is expected to hold four publicity and briefing sessions on laws related to the Water Pollution Prevention and Control Law. All 4 sessions have been held. If there are businesses that have not participated, this plan is expected to be delivered In the form of certificate, written materials of the publicity briefing will be sent to the industry operators, so that the publicity rate of the publicity briefing can reach 100%.
10. Promote river volunteer monitoring and patrol system: This year, the Nantou County Water Environment Patrol Team has a total of 13 teams with 450 members. A total of 110 stream cleaning activities were conducted (a total of 1,379 participants); 22 publicity activities, results review and environmental education activities were conducted, and a total of 34 water quality monitoring activities were conducted.
11. Conduct a tracking and evaluation of the functional effectiveness of the inter-gravel contact purification water quality improvement facility in Puli Town: During the implementation period of this plan, a total of 9 operations and maintenance were performed at the Yuying Bridge Demonstration Site, including the sedimentation of floating objects at the water inlet of the diversion channel and the inter-gravel purification The silt in the area was removed 9 times, and the surrounding environment was tidied and weeded once.
12. Handle the inspection work of the "111-Year Domestic Sewage Pollution Reduction Project Plan" of the Environmental Protection Agency of the Executive Yuan: During the project period, 6 public sewage sewer systems in the county have been inspected on a quarterly basis, and another 10 community sewage sewer systems have been inspected.
