2022 Environmental Goods and Services Sector Survey

In response to changes in the tasks of various organizational transformations after the Environmental Protection Agency was upgraded to the Ministry of Environment in the future, it is necessary to have a measurement tool to understand the current situation of environmental protection and resource management which will serve as the basis for the design and performance evaluation of various policies in Taiwan. The System of Environmental and Economic Accounts (SEEA) to promote and improve by the United Nations over the years, is suitable as a basic tool for such cross-disciplinary integration assessments. The Environmental Goods and Services Sector Account (EGSS) consists of all producers that provide environmental goods and services. All goods produced, designed and manufactured for environmental protection or resource management purposes fall within the scope of the EGSS, and are calculated for the purpose of providing Indicators of statistics on environmental goods, services and technology production, which further reflect their contribution across the economy, looking at the reduction in pressure on the environment from the supply side, as well as the scale of green jobs, investment and exports from the sector, and facilitates cross-country comparisons. In 2020 the Environmental Protection Agency reference to the EU EGSS handbook to complete the trial compilation of 2016 Taiwan EGSS account statement with the four economic variables of output, added value, exports and employment as the statistical goals. The second chapter of this project re-examines the list of environmental products. According to the Taiwan’s current policy planning of circular economy and net zero emissions, and with reference to the new product projects of EU countries in recent years, the list of Taiwan product projects will be adjusted from 72 items to 85 items. After the adjustment is completed, improvement strategies of 11 items are proposed, taking electric transportation equipment (including electric vehicles, locomotives, bicycles, buses and peripheral products) and wind power generation equipment as the primary improvement projects, deconstructing its supply chain, clarifying the current situation of the industry chain, Other items include pollution prevention and control equipment, carbon inventory, carbon footprint, carbon reduction verification and other related services, recycled paper, steel products in the electric arc furnace process, blast furnace cement, fly ash cement, which are estimated through surveys or existing data. Chapter 3 of this project explains the progress of the preparatory work before the implementation of the EGSS manufacturer questionnaire, selects 6 items of the major products as the survey target, completes the questionnaire design for individual products, and uses the "Factory Directory of the Statistics Department of the Ministry of Economic Affairs" to complete the survey of 1,134 companies object inventory. Then this project will establish a data estimation model to estimate the 4 main economic variables of various environmental products. First, the EGSS compilation method of Taiwan according to the previous project in 2020 will be continued with reference to the EU EGSS Manual. The top-down and bottom-up methods are used to compile data standard operating procedures manuals to explain the data collection sources, basic assumptions, calculation methods, etc. of each environmental product, and establish the 2020 Taiwan EGSS that can be estimated methods and modes. Finally, a proposal for statistical improvement is put forward. In the short term, on the one hand, we should establish and improve the manufacturer's investigation mechanism, on the other hand, we should continuously improve the data quality of the accounts, and regularly review and revise the data sources and estimation methods used. In the long run, the EGSS should be compiled year by year, and the changes year by year should be observed, so as to evaluate the effectiveness of policy promotion.
