The start date of this plan is April 1, 2011, and the plan implementation period is November 30, 2011. This year, 32 companies have been matched with priority to promote the use of biogas residue and biogas slurry as agricultural land fertilizer, and completed Applications for biogas slurry and biogas residue as farmland fertilizer points were submitted to the Agriculture Bureau for review from 32 farms, of which 28 were pig farms and 4 were cattle farms. Seven of them are located upstream of key measuring stations in the watershed under their jurisdiction (accounting for 22% of the total), with a total irrigation area of 25.00983 hectares and an irrigation volume of 41,460 metric tons.
111 Annual Counseling Shengde Animal Farm, Rongmao Animal Farm Pork Farm, Jiang Ruixing Animal Farm, Jinlong Breeding Animal Farm, Xinmao Animal Farm, Xuanyi Animal Farm Liuying Branch, Daqiu Animal Farm, Yongsheng Animal Farm, Yongheng Animal Husbandry Eleven livestock farms, including Changer Farm, Jialiang Ranch and Chunjin Livestock Farm, applied for changes in their permit documents for water release and recycling, and by November 23, the approval of the permit documents for 11 livestock farms had been completed.
However, due to the impact of the level 3 alert of the COVID-19 epidemic, the briefing meeting was postponed until August. A total of three regulatory briefing meetings were held from August to October, during which a preliminary willingness survey and satisfaction survey of farmers and livestock producers were distributed. The form allows the animal husbandry and farmers to check whether they are willing to use livestock manure, urine, slurry, biogas residue and agricultural land fertilizer. After the meeting, the staff will conduct a survey and statistics on the willingness, and further contact the willing animal husbandry and farmers by dedicated personnel. The on-site conditions will be surveyed and evaluated. If the conditions are met, dedicated personnel will match livestock households and farmers to apply for the use of livestock manure, urine, slurry and biogas residues as agricultural land fertilizer. A total of 210 people attended the three regulatory briefings.
In 2011, 42 livestock farms were monitored for groundwater demonstration households, and 42 livestock farms were monitored for soil demonstration households. The groundwater quality background value detection operation in the irrigated agricultural land area should include items such as conductivity, ammonium nitrogen (NH4+-N) or ammonia nitrogen, etc. And groundwater well data (coordinates/land number/well depth), and the soil quality background value detection operation of irrigated agricultural land should include soil saturated extraction liquid conductivity, copper, zinc and other items, as well as soil texture, and sampling location information (Coordinates/land number), as of November 18, 42 demonstration households (168 points) have completed soil quality monitoring operations, and 102 soils have been collected, of which 102 monitoring reports have been obtained. The monitoring results of the issued monitoring report show that the heavy metal copper (Cu) in the soil meets or is lower than the "85% limit of the soil pollution monitoring standard (edible crop farmland)": 102 mg/kg, with an average of 17.4mg/ kg, the maximum value is 85.2 mg/kg, the minimum value is 4.79 mg/kg; soil heavy metal zinc (Zn) is in line with or lower than the "85% limit of soil pollution monitoring standards (edible crop farmland)": 221mg/ kg, the average value is 79.04 mg/kg, the maximum value is 165 mg/kg, and the minimum value is 26.4 mg/kg.
There are currently 42 fertilizer use projects with groundwater quality background values, a total of 66 monitoring wells, and as of November 17, 2020, a total of 42 monitoring wells were monitored for survey operations. The average ammonia nitrogen concentration in Tainan’s groundwater is 2.16mg/L, with the maximum The value is 7.06 mg/L, and the minimum value is 0.04 mg/L. Three of the groundwater wells exceeded the irrigation stop benchmark set in the application. Further follow-up analysis showed that the average ammonia nitrogen concentration in groundwater in recent years is 2.03 mg/L, which is higher than the second category. Groundwater monitoring standard (0.25mg/L), especially in Yunlin, Chiayi, Tainan and other places that are also part of the Chianan groundwater division, the ammonia nitrogen concentration in groundwater is significantly higher. The ammonia nitrogen pollution potential of Tainan City and Kaohsiung City is much higher than that of other areas high.
This year, 80 demonstration households (with at least 1 expert and scholar present) will be screened. The guidance and screening principles will be based on the year of approval, whether they are located at key measurement stations, and the approved resource utilization ratio of the demonstration households, and will be divided into three levels: A, B, and C. In order to guide the target group, 80 demonstration households have been tutored. Suggestions and improvement matters have been listed based on the current irrigation situation and equipment status of each site. Through the tutoring work, the demonstration households' understanding and practice of irrigation operations have been strengthened.
The drainage water quality of this area (7 points including the upstream and downstream of the key measuring station "Province 19 Jiji Shui Stream Bridge", the upstream and downstream of Baweng Drainage, the South Baweng Drainage, and the upstream and downstream of Wencuo Stream (Kui Chai Harbor Drainage)) is conducted every month. Sampling work (RPI water quality project), sampling of the upstream and downstream rivers in the dairy farming area has been carried out every month since the start of the plan. Water quality sampling operations from April to November have been completed. The sampling results of the rivers from April to November show that most of them are seriously polluted.
The actual amount of irrigation applied from January to November this year totaled 249,386.991 metric tons, while the approved applied irrigation amount for the whole year was 321,999.01 metric tons/year. However, because most crops such as feed corn, rice, wendan and sweet potatoes are fertilized during the fertilization period. Between summer and autumn, most crops are in the fallow or harvest period in the first half of the year, so the frequency and amount of irrigation are not yet high. However, since the rainy season begins at the end of June, with heavy rainfall and a long rainy season, basal fertilizer application begins in August. The amount of irrigation is on the rise, so the amount of biogas slurry and biogas residue applied for irrigation will increase in the second half of the year . In the future, we will continue to regularly track the usage of operators and farmers, and be required to accurately fill in the irrigation record form.
Analyzing the city's 158 approved uses of biogas slurry and biogas residue from 2010 to 2010, of which 81 are pig farms and 77 are cattle farms. Analyzing the watershed and administrative district distribution of the 158 applied farms, Tainan City currently approves irrigation The total area is 257.13 hectares, the irrigation volume is 321,999.01 metric tons per year, and the number of irrigation heads is approximately 16,254 pigs and 5,841 cattle. It is estimated that it can reduce biological oxygen demand (BOD), suspended solids (SS) and other pollutants, ammonia nitrogen (NH3-N) and other pollutants, BOD is reduced by approximately 1,697.8 metric tons/year, SS is reduced by approximately 3,595.6 metric tons/year, and NH3-N is reduced by approximately 241.7 metric tons/year, which helps to improve river pollution levels; crops used to irrigate farmland are mainly based on Pennisetum, green cut corn and feed corn are the main species.
The Tainan City Environmental Protection Bureau purchased two 3.5-ton tank trucks starting in 2019. From April 19 to November 16, they carried a total of 1,591 trips, applying 5,568.5 metric tons of irrigation, and the carrying distance was 24,665 kilometers. The main irrigation areas were Feed corn is the main food, followed by rice, and then sugar cane. It is estimated that the carrying irrigation will reduce the pollution of the original water body by 20256 kg, the reduction of ammonia nitrogen by 1263 kg, and the reduction of BOD by 13188 kg. Among them, the reduction effect of Jishui Creek is the most significant.
In addition, this year we will continue to cooperate with Taiwan Sugar Corporation to carry out the irrigation test of Taiwan Sugar farmland with biogas slurry and biogas residue. Taiwan Sugar Corporation’s Liuying Farm provides an irrigation area of about 15 hectares. Irrigation of Taiwan Sugar farmland started on July 13. As of the end of July, a total of 136 trips, 476 metric tons of irrigation applied.
