2022 Diesel Vehicle Dynamometer Smoke Exhaust Test and Oil Product Test Plan

Mobil sources of air pollution are one of the fundamental reasons for the deterioration of air quality in urban areas, among which the black smoke from diesel vehicles is the most denounced. This project improves the air quality of Taipei City through the implementation of inspection and control operations of various diesel vehicles to provide citizens with a clean and fresh living environment. We have performed visual identification on emissions for 44,569 vehicle counts from March, 2022, to December 2022. Among them, made a total of 1,344 notifications of vehicles with pollution concerns. And we counted 9,291 cars with the dynamometer detection. The roadside inspections totaled 5,103 vehicles. The number of failed roadside inspections for opacity was 211. As for the 30 pieces of oil products submitted for the check, there are no unqualified oil products. In 2021, seven stations passed the certification of experts and scholars, and eight, in total, became the Department of Environmental Protection of Taipei City Government recognized maintenance plants in terms of maintenance factory certification. However, the Department of Environmental Protection will revoke the certification qualification. Such as, those plants failed to provide a detailed list of seals for verification and issuance to the Department of Environmental Protection for three consecutive months, improperly adjusted the engine speed, and avoided the detection or malicious removal of air pollution prevention equipment. At present, the certified maintenance sites can meet the relevant specifications. Besides, the certified maintenance plants can issue a new car seal to simplify the application process of the manufacturer. Vehicles whose autonomous management seals are about to expire can apply to the Department of Environmental Protection for plant and station services. In 2022, they assisted the operators in performing eleven station services and issued 209 pieces of the seal. This project also conducts field comparisons for certified maintenance sites with opacity equipment. We found from the comparison results that there is no significant difference between the inspection results of the certified maintenance site and the inspection of the diesel vehicle emission station. It shows that the imported opacity equipment can confirm the vehicle smoke exhaust situation and the maintenance quality of the maintenance factory. In terms of subsidy for large-scale vehicles in phases 1-3, the coherent unit has revised the subsidy method for replacing old and new large diesel vehicles and the subsidy method for tuning up fuel control systems of large diesel vehicles or installing air pollution prevention and control equipment several times. The application deadline has been extended to 2022. The review of subsidy cases and the allocation of funds have now transferred back to the Environmental Protection II Administration. However, this project will continue to reinforce the promotion of relevant subsidy policies. We expect to continue to increase relented policy advocacy by sending proactive inspection notices, issuing promotional leaflets, and publishing press releases from time to time to achieve the 2022 Environmental Protection Administration's targets for replacement and pollution improvement. This year (2022), the goal of replacing old vehicles with new ones and improving pollution is 327 vehicles. According to statistics, as of November 2022, has phased out a total of 541 large-scale vehicles of phases 1-3, and 175 cars have applied for subsidies for tuning up fuel control systems. Another application was two cars made an installation for subsidies of air pollution control equipment, a total of 718 vehicles, to reach 219.6% of the improvement target. Among the 541 cars in phases 1-3, there were 422 applications submitted for subsidy for old to new large diesel vehicle replacement, of which 96.7% still accounted for higher the replacement of old to new cars. This year (2022), the Environmental Protection Administration will regularly provide the Department of Environmental Protection with follow-up inspections for abnormal cases of pollution improvement subsidies applied in less than three phases. The Department of Environmental Protection has assisted the Environmental Protection Administration's audit of eight vehicles. The cause of the abnormality is still related to driving habits or poor vehicle conditions. Besides, the Department of Environmental Protection has assisted the Environmental Protection Administration's audit of three certified maintenance sites. And three certified maintenance sites have retained the old facilities without error, and their invoices and work orders have not been abnormal. Except that Dongyang has sold the injector calibration bench (EPS 200), other equipment is consistent when applying for certification. Phases 1 & 2 of air quality maintenance areas will be officially launched in 2021 and 2022, respectively. According to statistics, 631,667 diesel vehicles have inspected in the air quality maintenance zoning in phase 1. A total of 1,578 violations were reported (37 repeated reports), with a reporting rate of 0.2%, and checked 68,900 locomotives. A total of 526 violations were reported (17 repeated informs), with a reporting rate of 0.8%. For phase 2 of the air quality maintenance zoning, checked diesel vehicles 185,021 times. A total of 1,542 violations were reported (51 repeated reports), with a reporting rate of 0.9%, and inspected 18,262 locomotives. Informed 301 vehicles against illegal vehicles (repeated reporting of 1 car), and the reporting rate was 1.5%. Regardless of diesel vehicles or locomotives, the violation rate is considerably low, which shows that through legal procedures and reporting methods, it is helpful to improve air quality and maintain the air quality in the area. This project will continue to assist in the relevant audit operations implementation in the future. In addition, the Environmental Protection Bureau has arranged monitoring vehicles to 3 transfer stations to monitor the empty products before and after the control. The PM2.516.7μg/m3 before the confine and the PM2.513.3μg/m3 after the confine improved by 21%. It shows that the designation of air quality areas does help to improve the air quality in control areas. III In 2019, we established a diesel vehicle management platform to upload test data immediately. The platform can also monitor the on-site images so that the Environmental Protection Bureau can more effectively and instantly control the current situation of diesel vehicle inspections. We completed the paperless system development in 2020. Also, we increased the network speed to allow the Environmental Protection Bureau to watch the power meter monitoring screen and the roadside inspection screen more smoothly. Moreover, we added a video screen storage function to facilitate data preservation. Video footage inside and outside the site can store for at least one month. In 2021, introduced a NAS (network storage device). From March, 2022, to December, 2022, has tested 9,701 vehicles. It can reduce the consumption of 38,480 sheets of A4 paper and decrease CO2 emission by 692.6 kg. This project aims to improve the pollution of unqualified vehicles and tune them up before the inspection. And their annual driving mileage is recommended by the Environmental Protection Administration. We estimate to reduce the granular pollutant (PM10) by 67.87 tones/year in 2022.
