Promote construction machine pollution improvement plan

The Environmental Protection Administration (EPA) aims to improve the emission of black smoke pollution from construction engineering machines (referred to as construction machines hereafter), promote the self-management mark of construction machines from December 2020. In order to expand the benefits of implementing self-management mark and improve the approval and issuance procedures, this project assists the Environmental Protection Agency to revise the “Standards for issuing self-management mark of construction machines(核發施工機具自主管理標章規範)”, extend the validity period of the mark of low-pollution construction machines, including 3 years for gold level, 2 years for silver level and 1 year for common level, and adjust the name to “Standards for self-management mark of clean emissions from construction machines(施工機具清潔排放自主管理標章規範)”. On February 15, 2023, local Environmental Protection Bureau and industry groups were invited to exchange opinions. It is expected to be officially implemented on July 1, 2023, and the industry is expected to encourage the use of construction machines that has obtained the mark. Not only that, in order to expand the scope of mark issuance, the Environmental Protection Agency also cooperates with the environmental impact assessment (EIA) review, Public Construction Commission Golden Quality Award, energy conservation and carbon reduction inspection precautions, environmental protection bureau evaluation, etc., requiring or encouraging construction machines to obtain self-management mark to improve air quality purpose. Considering the lack of localized construction machines emission inventory in Taiwan, this project adopts Portable Emission Measurement System (PEMS) for on-site inspection of construction machines, and gradually establishes localized construction machines emission factors. In addition, during the above-mentioned inspection process, the opacity was measured together, and this study found that the PM emitted by construction machines was highly correlated with the opacity, and the relationship between the two was established as “y = 69.483x”.
