In recent years, there has been a flourishing development of green products internationally, and international standardization systems have commissioned professional verification organizations to handle applications, reviews, and issuance of certificates. Efforts have been made to revise and reform the system to assist the Environmental Protection Administration in conducting application reviews and issuance of certificates for environmental labels and second-category environmental labels, aiming to enhance the efficiency of the application process, strengthen tracking and management, and ensure the quality of environmentally friendly products. The relevant regulations and key points have been revised and announced in January 112 (2023). In the future, the verification system for environmental labels will be guided by third-party notary organizations to carry out verification operations. Starting from 110 (2021), the Environmental Protection Administration opened the simultaneous certification of domestically produced environmental label products with the MIT Smile Logo. As of the end of April 112 (2023), two verification organizations received a total of 128 applications for MIT Smile Logo certification from 10 manufacturers, all of which were approved. By promoting mutual recognition between environmental labels and the MIT Smile Logo to manufacturers, the willingness to apply for environmental labels is expected to increase, thereby increasing the visibility of the environmental label. Regarding the revision of environmental label product specification standards, this project has completed the revision of 14 standards, including imaging output devices, computer hosts, monitors, etc. These revisions have been approved by the review council. Based on recommendations from the Office Equipment Association, the evaluation of the Energy Star certification review process is being considered to ensure the healthy development of Taiwan's environmental label leasing market. The registration and accreditation process for laboratory testing items has completed two cases, and SGS has applied for the registration and accreditation of crystalline silica for fire extinguisher dry powder, with on-site inspections completed. In terms of environmental benefits statistics, quantitative analysis has been conducted on the amount of green procurement and environmental label usage by the government and private sectors. Based on the relevant data, the overall environmental benefits created by green procurement have been calculated, including energy savings, water conservation, waste reduction, carbon emissions reduction, and other environmental benefits. Calculations were made on the environmental benefits generated by green procurement of environmental label products in the categories of energy-saving products, information products, and household appliances used in households. These products include displays, laptops, air conditioners, electric fans, washing machines, refrigerators, dehumidifiers, and 15 other items. Throughout the product lifecycle in 111 (2022), a total of 19 million kilowatt-hours of electricity were saved, resulting in a total carbon reduction of 98,000 metric tons. Additionally, the calculation methods for environmental benefits for notebook computers and air conditioners have been updated. In terms of participation in international environmental label activities, due to the pandemic, Global Ecolabelling Network (GEN) 2022 annual meeting was held online. Taiwan presented the "Common Core Criteria Comparative Analysis Report" at the GEN annual meeting and engaged in experience discussions and exchanges with other countries. Furthermore, the General Manager of the Environmental Protection Labeling Program was assigned by the GEN Board in 2022 to conduct peer evaluations of the environmental labels in Singapore and Thailand, maintaining Taiwan's influence within the global environmental labeling organization.
