An excerpt from the interim report of Hualien County's "2020 Hualien County Fugitive Pollution Sources Audit and Control Plan" states that the period lasted from January 1 to December 31, 2020, lasting a total of 12 months. The Environmental Protection Bureau and the commissioning unit Xiangwei Environmental Technology Co., Ltd. jointly handles the implementation of open-air burning inspections, centralized paper money burning and reduction publicity operations, catering industry complaint case handling and publicity and other related control operations. For quantified implementation results, please refer to the quantitative work schedule. The statistical period covers various data inquiry sources until the end of December 2012. The detailed work content and results are described in each chapter. The results are briefly described below.
(1) Open burning control and paper money centralized burning and paper money reduction publicity work
1. The implementation of the open burning control plan from January to December 2012, a total of 45 inspections were carried out and 79 inspection cases were received, for a total of 124 cases; among them, a total of 52 cases contained pollution facts (7 inspection cases and 45 inspection cases) , a total of 72 cases of non-pollution and other violations were investigated (38 cases were inspected and 34 cases were inspected); if analyzed by burning materials, there were 21 cases of branches and leaves, 12 cases of solid waste-others, 6 pieces of municipal garbage, and trees. A total of 7 pieces of bark or firewood, a total of 5 pieces of plants-others, and 1 piece of coconut shell. Based on the analysis of the combustion volume results, 7 cubic meters of bark or wood is the highest, followed by solid waste-others 0.2 cubic meters, and Analysis of the burned area results showed that plants - other areas of 27.5 square meters were the highest, followed by branches and leaves of 0.8 square meters.
2. The burning rate of open-air straw burning was 0.96% in the first phase and 0.40% in the second phase. A total of 60 metric tons of rice straw were reused annually, and a total of 16,894.31 hectares of rice straw were plowed and buried on site.
3. As for the promotion of paper money reduction and ban on open burning, as of the end of December 2012, a total of 320 temples were visited, with 357 people visited; 10 residential buildings were visited, and 29 people were visited; and 24 funeral businesses were visited, and 357 people were visited. There were 27 people guided by other units; 101 people visited other units, and 203 people were promoted; a total of 455 units were visited, and 616 people were promoted; a total of 250 temple inspections and counseling were conducted.
4. Promote the use of rice instead of paper money to promote worship units to use white rice instead of paper money for worship. The white rice after worship can be taken back by yourself or donated to charity/disadvantaged groups in the county to achieve the purpose of reducing paper money. Statistics will be collected until the end of December 2012. A total of 83.84 metric tons of white rice were donated, which can be converted into approximately 50.30 metric tons of paper money reduction, and a total reduction of TSP of 0.178 metric tons, PM2.5 of 0.138 metric tons, PM10 of 0.157 metric tons, NOX of 0.035 metric tons, CO of 1.539 metric tons, and CO2 of 75.45 metric tons. .
5. Promote the use of merit money. The promotion unit will directly donate the money expected to purchase paper money during worship or purchase offerings and materials to donate to charities/disadvantaged groups in the county to achieve the purpose of reducing paper money. Donations will be counted as of the end of December 2012 ( Including supermarkets using credit in exchange for contributions) totaling 6.9031 million yuan (converted to approximately 13,806 supplies), which can reduce approximately 69.03 metric tons of paper money incineration. A total reduction of TSP is 0.244 metric tons, PM2.5 is 0.190 metric tons, PM10 is 0.215 metric tons, and NOX is 0.215 metric tons. 0.048 metric tons, CO is 2.112 metric tons, and CO2 is 103.55 metric tons.
6. Promote online sacrifices to achieve the goal of "sacrifice without burning gold" to reduce air pollution. According to statistics, as of the end of December 2012, a total of 4,855 people participated, which can be converted into a reduction of approximately 12.14 metric tons of paper money, and a total TSP reduction of 0.043 metric tons. PM2.5 is 0.033 metric tons, PM10 is 0.038 metric tons, NOX is 0.008 metric tons, CO is 0.371 metric tons, and CO2 is 18.21 metric tons.
7. Implement centralized burning of paper money. According to statistics, as of the end of December 2012, the total volume of collected paper money (including 7.751 metric tons of paper money) was approximately 54.847 metric tons. The amount of paper money burned in temples that have been set up with environmentally friendly golden furnaces was approximately 62.279 metric tons, totaling approximately 117.13 metric tons. , a total reduction of TSP was 0.3721 metric tons, PM2.5 was 0.2899 metric tons, PM10 was 0.3289 metric tons, NOX was 0.0324 metric tons, and CO was 1.4336 metric tons.
8. This year’s innovative practice guide Hualien Huguo Palace has become the first environmentally friendly temple demonstration site in Hualien. All five incense burners in the temple have been sealed by the guidance number, and a Tiangong burner outside the temple uses electronic incense. It continues to promote pilgrims to use heart incense instead of incense. Incense, environmentally friendly gold furnaces and electronic firecracker machines were set up, rice was substituted for gold up to 2 metric tons per year, and vegetarianism was promoted throughout the year. The publicity reached 5,000 people, and it is estimated that 3.8 metric tons of CO2e can be reduced. The promotion of environmentally friendly sacrifices has achieved fruitful results.
(2) Control of catering industry
1. In addition to strengthening the inspection and control operations in the catering industry this year, the catering oil fume counseling and health inspection team will continue to be conducted to strengthen counseling and publicity on complaints cases or invite experts and scholars to provide on-site counseling to implement the effectiveness of catering control. From January 2012 to By the end of December, a total of 441 inspections (441 companies) and 571 publicity visits were conducted. Suggestions for improvement were provided to 426 operators with operations that produced oil fume pollution. A total of 223 companies were improved through the health inspection team's guidance, 85 of which For newly established catering businesses, electrostatic precipitators were installed, 10 catering businesses without equipment were provided with guidance on installing effective oil fume control equipment (all were equipped with electrostatic precipitators), and the other one was an original catering business that had no equipment. Installing activated carbon equipment after having an electrostatic precipitator is equivalent to reducing THC by 1.153 metric tons, NMHC by 0.507 metric tons, TSP by 3.061 metric tons, PM2.5 by 2.020 metric tons, and PM10 by 2.939 metric tons (estimated based on TEDS version 11.0).
2. From January to December 2020, a new census was conducted on the catering businesses that were newly established in Dongdaemun Night Market and the pollution sources disappeared (closed operations or changed types). The census results showed that a total of 135 businesses with oil fume and odor pollution in Dongdaemun Night Market were placed under control. 135 businesses have installed oil fume control facilities, and the installation rate is 100%. Continuing the effectiveness of Dongdaemun Night Market's counseling and control in 2011, this year's continuous counseling and improvement plan will prioritize the above-mentioned and newly established businesses with oil fume pollution levels as the main targets for inspection and counseling.
