中文摘要	近年來，新南向開發中國家的人口持續增長，經濟快速發展，城市數量與規模不斷擴大，帶來了嚴重的污染與環境問題，尤其是廢棄物量急劇上升。該區域大部分廢棄物的處理方式仍是露天燃燒或傾倒於垃圾掩埋場，露天燃燒會釋放有毒氣體，直接與間接影響健康與環境；加上垃圾掩埋場的建設與管理不當，經常出現滲漏現象，導致土地污染。因此，廢棄物處理已成為新南向開發中國家亟需解決的問題。臺灣的新南向政策為因應全球變化及區域整合的趨勢，旨在促進與亞太地區的合作。在這一框架下，臺灣積極推動與新南向國家在資源循環領域的交流與合作。今年度，透過邀請新南向國家代表參與雙邊及多邊交流活動，本計畫舉辦越南、泰國進行視訊會議，交流臺灣與這些國家在資源循環政策及產業現況上的經驗，收穫豐碩。此外，透過舉辦新南向國家資源循環夥伴交流論壇及圓桌會議，邀請新南向國家代表來台，分享當地的資源循環政策執行情況、產業動態、市場機會及技術題，進一步深化臺灣與新南向國家的夥伴關係及合作基礎。今年度亦規劃赴越南進行實地考察與參訪，以進一步瞭解當地市場需求與合作機會，並促進雙邊實質交流。為深入了解臺灣資源循環產業在新南向市場的進展與面臨的挑戰，本計畫舉辦資源循環產業說明會及專家諮詢會，提供政府、產業與學界交流的平台，瞭解產業進軍新南向市場的意願與需求，為後續政策方向制定提供參考。最後，為建立臺灣與新南向國家的基礎資料，本計畫建置Google Site資料庫及規劃新南向政策系統平台，以利未來我國政府、產業與新南向市場開展更廣泛的交流與合作機會。整體而言，本計畫主要促進雙邊的實質交流，並為資源循環產業創造更多合作商機。

摘要	In recent years, the population in New Southbound developing countries has been growing steadily, with rapid economic expansion and a rise in the number and size of urban areas. This growth has brought significant pollution and environmental challenges, particularly with a sharp increase in waste. Most waste in these regions is handled through open burning or landfill disposal. Open burning releases toxic gases, impacting health and the environment both directly and indirectly. Additionally, inadequate construction and management of landfills often lead to leakage, causing soil pollution. Consequently, waste management has become an urgent issue for New Southbound developing countries. Taiwan's New Southbound Policy is a core component of its international trade strategy, aiming to foster cooperation with the Asia-Pacific region in response to global shifts and regional integration trends. Within this framework, Taiwan has been actively promoting exchanges and collaboration with New Southbound countries in the field of resource recycling. This year, representatives from New Southbound countries were invited to participate in bilateral and multilateral exchange activities. The project hosted virtual meetings with Vietnam and Thailand to share Taiwan’s and these countries’ experiences in resource recycling policies and industry developments, yielding substantial results. In addition, a Resource Recycling Partner Exchange Forum and a roundtable were held, inviting representatives from New Southbound countries to Taiwan to share insights on local resource recycling policies, industry trends, market opportunities, and relevant technologies, further strengthening Taiwan’s partnership and collaboration foundation with these nations. Plans were also made this year to conduct on-site visits to Vietnam to gain deeper insights into local market demands and collaboration opportunities, fostering practical bilateral exchange. To gain a comprehensive understanding of Taiwan’s resource recycling industry’s progress and challenges in New Southbound markets, the project organized a Resource Recycling Industry Briefing and an Expert Consultation Meeting. These meetings provided a platform for government, industry, and academic stakeholders to exchange insights, gauge the industry's interest and needs in entering New Southbound markets, and guide future policy development. Finally, to establish foundational data for Taiwan and New Southbound countries, the project has set up a Google Site database and is planning a New Southbound Policy system platform. This infrastructure will facilitate broader opportunities for exchange and cooperation between Taiwan's government, industry, and New Southbound markets. Overall, the project aims to promote substantive bilateral exchanges and create more collaborative opportunities for the resource recycling industry.
