Chiayi City Fugitive Pollution Source Audit and Control Plan for 2023

To effectively reduce the air pollution cause by construction, the “Construction Pollution Control Reinforcement Project” has been introduced since 1996 to reduce various pollutions arising from construction sites. Meanwhile, the “Management Regulations for Construction Project Air Pollution Facilities” has been officially implemented since July 1, 2004. Accordingly, there are specific operational regulations governing the pollution control facilities on construction sites. In order to improve the air quality in Chiayi City to improve living quality of citizens, the 2023 “Chiayi fugitive emission sources audit control plan” is therefore managed. It is hoped to control the emission from pollution source, trace and guide the deficit improvement through the plan for the goals of pollution source control, prevention and reduction to maintain air quality and improve public living satisfaction. Regarding the air pollution fee filing and collection for construction, there were total 625 projects with original filing amount 5,939,181 Among them, the air pollution fee filed by East District was 372 projects in total (accounting for59.5% of total filing projects) without original filing amount 3,664,103 Total 253 projects were filed by West District (accounting for 40.5% of total filing projects), with filing amount 3,275,078. In respect of pollution control over construction projects, there are 1,548 controlled construction sites producing2,049.76 tons of fugitive dust. Total 1,174.20 tons were reduced and the reduction rate was 57.28%. 2,250 sites/times patrols were implemented pursuant to management regulations. Among the implementation results, 146 sites/times were unsatisfactory to management regulations,63 sites/time with minor deficits (violation points below 10), 88 sites/time with major deficits (violation points over 10). There were all guided and followed continuously until the improvement was completed. The satisfaction rate of management regulations was93.5%. In respect of construction site counselling, one “conference for reinforcement of air pollution and noise management over public constructions” had been convened. The operators shall carry out construction management regulations and make sure prepare environmental budget as sufficient to facilitate various pollution prevention operations. We had guided 7 construction sites to install CCTV, 15 construction sites to use green construction materials with consumption volume around 238.2 tons, 20 sites using environmental paints with consumption volume around 48.2 tons, 19.03 tons NMHC were reduced. 22 sites were guided to implement “keep waste soil off the ground”, with excavations 1,390 m3 and reduction of 47.26 kg fugitive dust. As to fence greenery, 48 construction sites sere promoted to implement fence greenery. Among them, 10 sites had plant fence that is estimated to reduce 10,956.165kg of CO2. 31 construction sites were guided to adopt the roads, with 22,413.57 km streets were washed and swept. The TSP reduction was about 309.31 tons and PM10 reduction about 58.28 tons. Total 246 petitions were received and managed, in which 67 were dust cases and 179 noise cases. Among the dust cases, the construction dust accounted for 83.6% and construction noise accounted for 89.4% of noise cases. The same place receiving 3 or more petitions is considered as repeated cases. There were 22 repeated sites receiving 90 second petitions, the second petition rate was 24.4%. The plan also implemented 280 construction projects noise audit and patrol, guided construction sites to autonomously manage the noise. We started from pollution source control strategies and reduction by solving problems from root cause for sustainable operation, implementation goals of EPA assessment and completion of city pollution reduction target and innovative acts such three ways to give full play to administrative efficiency, solve local problems and allow public feel better as facing bad air quality seasons or daily construction works and further decrease the petitions. As to the assessment, the self-assessment was 1.2 (full score 3.0). For subsequent pollution prevention plan reduction goals, the plan will be achieved based on the goals. The proposal of innovative act is “active patrol for decorations and guide for the filing of air pollution fee”. The team members will actively advocate the decoration “under construction without filing” through street patrol to prevent the pollution of relevant construction and decrease the petitions through such advocation. As of this phase, we have guided 45 construction sites and 18 construction sites of them has filed the air pollution fee.
