The 2023 Chiayi County Construction Site and Fugitive Pollution Control Project

Abstract The project was carried out between January 1st and December 31, 2023. Its results are summarized as follows: The 2023 Chiayi County Construction Site and Fugitive Pollution Control Project aimed to implement the collection of air pollution prevention fees for construction projects in Chiayi County, control of construction sites, verification of management regulations, inspection and improvement of bare land, inspection of large construction sites via aerial photography, survey and inspection of the fuel of construction equipment, control of transport vehicles generating fugitive particulate pollutants, advocacy and administrative compliance, and improvement of items assessed by the Ministry of Environment (MOE). (1) Construction Project Pollution Control Carried out 174 construction site inspections and 5,771 construction site patrols, with 95.9% Level 1 construction sites and 96% Level 2 construction sites put under regulation; the pollution reduction rate for construction sites in Chiayi County was 75.66%, with an estimated reduction of PM10 by 2,553.52 tonnes and PM2.5 by 510.19 tonnes. (2) Construction Project Air Pollution Control Fees and Cloud Billing Multi-payment System A total of 2,427 declarations of construction project air pollution control fees were received this year, with the amount of declared fees totaling $64,564,308; analysis of the payment channels showed that about 19.7% payers paid at the Chunghwa Post Office counters, about 17.8% paid at the Bank of Taiwan counters, about 52.8% paid at the chain convenient stores, and about 9.8% paid through other channels (remittance, direct transfer, online banking, ATM). (3) Management Regulations and Related Promotions Performed 12 sessions of construction site cross inspection guidance, and carried out public construction contract investigation at 72 locations, with 94.1% projects fulfilling the Level 1 construction site management regulations, 88.9% fulfilling the Level 2 construction site management regulations, and an overall qualification rate of 90.9%; major work site aerial photography sessions were scheduled and carried out every two months during the program period, and a total of 6 sessions were completed in the year; 2 regulatory compliance briefings pertaining to construction project noise, pollution control technology, and air pollution fees collection were held during the program period; promotions for handling exposed land in construction sites were held at 24 locations, laying straw mats over a total area of 47.445 hectares, which may reduce 8.367 tonnes of PM10 and 1.672 tonnes of PM2.5; 4 sessions of on-the-job training were offered for in-service workers during the program period. (4) Promotion of Construction Site Road Adoption Program Promotion of the self-initiated construction site road adoption program was pushed forward this year. Statistics showed that construction sites had adopted a total of 81,387.74 kilometers of roads, and estimated PM10 reduction may reach 211.61 tonnes and PM2.5 reduction 49.4 tonnes. (5) Construction Equipment Grease Tracking and Survey Sources of the construction equipment grease were surveyed at 121 construction sites during the program period, and it was found that 91 sites use grease from CPC Gas Stations, 14 sites Formosa Petroleum Stations, 11 sites Taisugar Petroleum Stations, 3 sites NPC Gas Stations, and 2 sites Shan Loong Gas Stations; construction equipment at Level 1 construction sites was surveyed 20 times and at Level 2 construction sites 20 times, with a total of 52 pieces of vehicles and equipment surveyed. According to statistics of the Ministry of Environment’s Construction Equipment Management System (government equipment excluded), among those awarded with the Clean Label, a total of 52 pieces belong to construction sites or construction equipment manufacturers (self-operated), and the label grades are 22 golden, 4 silver, and 28 general. (6) Fugitive Particles and Exposed Area Control and Promotion Port inspection guidance and aerial photography were scheduled and carried out every two months during the program period, and a total of 6 sessions were completed in the meantime; 2 exposed ground surfaces were found to be unimproved in the year, and it was estimated to be able to reduce PM10 by 0.5625 tonnes and reduce PM2.5 by 0.1122 tonnes after improvement; 152 inspections were carried out on fugitive particle transport vehicles, and 5 were found to have minor defects, with a qualification rate of 96.7%. (7) Development and Promotion of Construction Technology Two sessions of technological work site management guidance were completed in the year, at Lucao Township and Budai Township respectively, where detectors and auto-trigger sprinklers were adopted; another 3 promotion sessions were held to publicize the relevant technology setup in order to help the future promotion of technological management.
