The Project of developing the Product Environmental Footprint Labeling scheme

In recent years, in addition to applying Eco-label to identify green products, the European Union has proposed the "Single Market for Green Products Initiative" since 2013. They proposed the Product Environmental Footprint (PEF) as a common way of measuring environmental performance. In addition to the European Union, an Italian national law established the Made Green in Italy scheme, based on the PEF the first legislative act to introduce the PEF method in a Member State. Moreover, California of the United States applies the Environmental Product Declaration (EPD) to the procurement of B2B products, and South Korea also includes the Environmental Product Declaration (EPD) into the bidding conditions for procurement to expand its green product category. In brief, it is expected that PEF will become the next important green product certification mechanism in the world. Based on the product carbon footprint labeling and carbon footprint reduction labeling scheme, we develop PEF technical tools in order to effectively and quickly change the emphasis on a single environmental issue to multiple environmental issues in the product footprint labelling scheme. The following have listed 3 key points of the project work: (1) Develop the life cycle inventory database as the basis for quantitative analysis of environmental impact of the industries; (2) Continue to develop product environmental footprint category rules to provide quantitative rules of environmental impact for the industries; and (3) The related work about developing PEF labeling scheme. Through this project, we hope to be in line with the new certification mechanism for international development of green products by using LCA as the tools of environmental claim. Furthermore, we also expect the requirement of green procurement can be extend into supply chain and hope the transmutation can achieve the target of SDGs and promote the green production and carbon reduction effectively.
