Toxic and Concerned Chemical Substances Management Communication Plan(112)

Chemical substances are widely used in industries, high-tech sectors, petrochemical industries, manufacturing, and agriculture etc., and they also pose potential risks to human health and the environment. How can the hazards of chemical substances be effectively communicated to various stakeholders, including industries and the general public? How can the government promote the correct use of chemicals? The Chemical Administration, Ministry of Environment (CHA) commissioned the Taiwan Environmental Sustainable Development Foundation (TESD FUND) to develop and establish a popular science on chemical knowledge database. These activities included(1)collecting, inventorying, and analyzing various domestic and international popular science tools, databases, and their applications, (2)reviewing key policies of the CHA and website materials and to categorize and design the database for different educational levels, (3)conducting expert consultation meetings for improvement suggestions and organizing trial activities, (4)designing the interface and functionalities of the database application., and (5)organizing five promotional activities. The project had achieving the following outcomes: 1.Completed the analysis of domestic and international chemical popular science tools and databases on chemical knowledge, which included 7 from domestic government, 6 from domestic industry-academia institutions, 3 from international government, and 3 from international industry-academia institutions. 2.Completed the development of the database with 2,030 questions (including answers and explanations) categorized into five levels: elementary school, junior high school, high school, university, and current events. The project included hosting one expert consultation meeting to invite six experts from elementary, junior high, high school, and university education fields to review the database. Additionally, four trial activities were conducted at Douliu Green Lifestyle event, Hsinchu Science Park, TungHo Junior High School, and TungHo Elementary School, with a total of 174 participants. 3.Completed the design and development of the application’s database interface and functionalities, including the establishment of a computer-based database system. 4.Organized five promotional activities, which included Douliu Green Lifestyle event with the Yunlin Technology Industrial Park Association (September 9, 2023), Hsinchu Science Park event with the Allied Association for Science Parks Industries-Hsinchu Science Park Office (September 26, 2023), Southern Science Park event with the Taiwan Science Park Association-Southern Taiwan Science Park Office (October 11, 2023), Central Science Park event with the Taiwan Science Park Association-Central Taiwan Science Park Office (October 13, 2023), and Dounan Green Lifestyle event with the Fongtian Industrial Area Association (October 14, 2023). A total of 324 participants attended and tried the database. TESD FUND has successfully completed all project tasks, promoted awareness on chemical hazards and risk communication to industries and the public, as well as to the CHA's policies and their impacts to some industry participants.
