This project is a continuous control plan. The main goal of the project is to implement the city's volatile organic compound control and emission reduction, air pollutant emission monitoring management of large stationary pollution sources to ensure that the pollution source emission situation is mastered, and carry out the inspection of air pollutants from stationary pollution sources to maintain the air quality in Taoyuan City effectively.The contents and progress of the operations in this report are implemented in accordance with the original plan and meet the contract requirements. The key tasks and achievements of this year's plan include: 1.Continuous Emission Monitoring Systems control: (1) Statistical analysis of uploaded data: This plan establishes a monthly review system for monthly reports. In 2023.11, the reporting rate is 100%. However, there are deficiencies in the October with 5 pipes and in the November with 9 pipes, and the manufacturer has been notified for correction and retransmission, the correctness of the monthly report will be retransmitted after the continuous tracking period (2) Effective monitoring rate: According to statistics, there are 176 monitoring items, In 2023 Q1~Q2,except for the effective monitoring rate of Hsinyung P001＆P002 opacity、Yongfengyu P002＆P301 all inspection items and Wanjia P001 opacity, sulfur dioxide, nitrogen oxides, and carbon monoxide inspection items is less than 95%, the monitoring items of other manufacturers all meet the regulations and specifications of more than 95%. (3) Software and hardware inspection and analysis of monitoring system: Connected to 40 pipes in 20 manufacturers, the software/hardware check has performed a total of 20 manufacturers and 41 pipes of CEMS function inspection operations, with a pass rate of 76%, and 16 pipes have been completed RATA supervised testing and 10 pipes inspection operation, and the inspection results all met the legal value. In addition, 26 standard gas inspections were completed, and the inspection results all met the legal value (≦15%). 2.Copper Clad Laminate Industry Volatile Organic Compounds control:According to the inspection results of the copper foil substrate manufacturing process, the exhaust gas collection methods of the main VOCs pollution source equipment of the eight manufacturers have all been closed collection methods. In addition, the Ministry of Environment plans to control the end-of-pipe control technology (end-of-pipe concentration + reduction rate). 7 VOCs control equipment are mainly regenerative incinerators (RTO) or direct-fired incinerators (TO); 1 is an adsorption incinerator. Therefore, it is recommended that after the Ministry of Environment announces the relevant draft regulations, the processing efficiency of each factory's control equipment can be verified to understand in advance whether it can comply with the control specifications.
