Summary of the Evaluation
(1)Implementation of Monitoring of General Environmental Noise Levels and Road Traffic Noise Levels:
From 138 points in the second to fourth quarter of 2023 to 48 points in the first quarter and 6 points in the second quarter of 2024. A total of 192 monitoring operations were completed.The monitoring results were uploaded to the Environmental Protection Administration's Noise Control Information System before the 5th day of the following month.
Implementation effectiveness : For environment and traffic noise monitoring results from 2020 to 2024 in Tainan, the analysis result show no exceeded, and also all meet the current noise related standard requirement.
(2) Implementation of Monitoring of Noise Complaints from the Public or at Locations Designated by Tainan City Environmental Protection Bureau:
A total of 10 monitoring operations have been completed for environmental noise and traffic noise complaints from the public or at locations designated by the Tainan City Environmental Protection Bureau.
Implementation effectiveness：The monitoring results showed that the railway transportation noise in the fifth section of Changrong Road in the North District exceeded the standard in only the second session.
The rest of the monitoring did not exceed the standards and complied with relevant regulations. The portion that exceeds the standard is currently undergoing a review meeting on February 16, 2024, requiring Taiwan Railway to install soundproof fences.
(3) Implementation of On-Site Noise Measurement for In-Use Motor Vehicles:
1. A total of 66 inspections were conducted, involving 3,292 vehicles. A total of 367 vehicles were inspected, out of which 273 were found to be compliant and 93 were found to be non-compliant, resulting in a non-compliance rate of 25.3%.
2. A total of 77 recalls were conducted, involving the inspection of 2,552 vehicles. Out of these, 1,460 were found to be compliant , 988 vehicles were inspected by the original factory,and 104 were found to be non-compliant, resulting in a non-compliance rate of 4.1%.
3. In 2023, a total of 5,024 complaints were received and 2,678 were accepted for investigation. All complaints have been addressed through official communication.
4. In 2024, a total of 2,530 complaints were received and 901 were accepted for investigation. Official communication has been issued for 790 of these complaints.
Implementation effectiveness：The noise pollution potential map we analysed, and found the noise complaints were improved in all areas for Tainan citizen, The number of vehicle noise complaints in 2023 dropped by about 20% compared with 2022 . However, the improvement completion rate of Yongkang District and Eastern District is still higher than 3%, it should be to strength for inspections and banned in 2024.
(4) Implementation of Noise Inspections for Motor Vehicles:
1. A total of 107 mobile sound camera sessions were conducted, resulting in the identification of 178,848 license plates, 1,714 noise events, 28 reported cases, 25 recalls, and 1 change the exhaust pipe again to article 8.
2. A total of 76 kind fixed sound camera operation were conducted, resulting in the identification of 1,459,125 license plates, 86,208 noise events, 57 reported cases, 172 recalls, and 8 change the exhaust pipe again to article 8..
3. A total of 2,829 days of fixed sound camera operation were conducted, resulting in the identification of 30,579,300 license plates, 139,413 noise events, 353 reported cases, 349 recalls, and 34 change the exhaust pipe again to article 8.
Implementation effectiveness：In terms of public complaints, The effectiveness of technological law enforcement on the top 30 road sections shows a downward trend in all districts, Only the Eastern District has grown slightly. Compared with 2022, the number of reports increased from 176 to 438 in 2023, an increase of 2.5 times. Recalls increased from 84 to 546, a 6.5 times in recalls, Compared with the same period, Public complaints dropped by about 20%.
(5) Inspection Operations for Airports:
1. Five report reviews were conducted for the Guiren Airport in 2023, and three report reviews were conducted for the Tainan Airport in 2023.
2. In 2023, parallel monitoring was conducted at five locations between the Tainan Airport and Guiren base.
3. Inspection operations were completed for the Tainan Airport and Guiren base in 2023.
Implementation effectiveness : Through the aviation noise monitoring, review the noise reports submitted by military, and inspections for noise monitoring control center and monitoring stations in airport. And finally to achieve the noise control of military's airport and reduce noise complaints for Tainan's citizen.
(6) Assist in reviewing or revising announcements related to noise control regulations:
1. In accordance with the announcement made on July 5, 2022, the reference maps for noise control areas have been reviewed, and the noise control website has been updated.
2. Article 8 of the Noise Control Act was amended on February 8, 2021 to state that "No behavior that impairs the living environment of others shall be conducted within any type of noise control area in this city, in any time, area or place."
3. Article 9 of the Noise Control Act was amended on March 14, 2017 to announce that "Within all types of noise control areas in Tainan City, the following facilities used outside of areas or ranges of factories, entertainment venues, business places, and construction projects shall not exceed the noise control standards."
4. Article 20-3 of the Noise Control Act was amended on April 15, 2024 to announce that " The content of the measurement method clearly defines the data acquisition method and time interval. Sound calibrators are used to confirm the measurement system during quality control. The frequency of schooling has been changed from three days to once every seven days. "
5. Ministry of Environment Certification Management Specifications for Replacement Silencer Systems for Motor Vehicles, 2024 replacement exhaust pipes must be certified；and supporting the revision of the Ministry of Transport"Road Traffic Safety Rules" Article 23, Article 24, Article 39-1 and Annex 15 Norms, Implement source management, Promote people's peaceful life.
Implementation effectiveness : Through collecting the amendments or announcements of relevant laws and regulations noise control from Environmental Protection Administration (EPA) or other government department, and in accordance with Article 7, 8, 9 to check the relevant noise announcements in Tainan City has corresponds with Noise Control Act.
(7) Construction Noise Control:
1. Two construction site noise regulation promotion meeting was completed.
2. Along with construction plan inspections, a total of 61 inspections were conducted.
3. Provided project construction guidance and tracked improvement 14 times.
4. Mobile noise monitoring, Monitor key construction sites 3 times.
5. Conducted inspections at 38 locations during holiday control periods.
6. Conducted 5 micro-sensor noise warning inspection and publicity operations.
Implementation effectiveness : To adopt the construction site noise inspections, measured and disseminate, The number of petitions from June to September 2023 was below 100, There were no complaint cases during the three construction monitoring sessions.
(8) Non-Ionizing Radiation Control:
A total of 40 cases have been completed (20 cases of extremely low frequency and 20 cases of radio frequency), with results approved by the Environmental Protection Administration. The calibration of detection equipment has been completed and a calibration report has been obtained.
Implementation effectiveness : By measuring 40 locations of non-ionizing radiation, all meet the regulatory standards, it is to effect controlling the related impact on the human body.
(9) Light Pollution Control:
1. Completed 18 cases (15 public petitions and 3 historical cases), of which 6 exceeded the standards, and on-site guidance and improvement were carried out. In addition, Unmeasurable 10 items for publicity.
2. Handled 6 light pollution publicity sessions
3. Completed calibration of brightness and illuminance testing equipment, and obtained a calibration report.
Implementation effectiveness : Through site measurement to help solve the light pollution problem , and reduce the damage for environment and eyes caused by light pollution.
(10) Performance evaluation and management by the Environmental Protection Administration, Executive Yuan: a score of 7.0 out of 7.0 was achieved in 2023.
Implementation effectiveness：Earned full marks in the noise assessment project from Environmental Protection Administration
(11) Other cooperation issue:
1. Completed promotion tasks for 39 temples.
2. Monthly reports have been prepared and noise complaint cases and statistical analysis have been completed, with 12 submissions completed.
3. 1 session of special counseling on noise complaints cases.
4. Noise Promotional meeting held 3 times.
5. The implementation of penalties for mobile vehicles has achieved a completion rate of 100% in 2023.
6. The noise control website has been established in accordance with regulations and is continuously maintained and updated.
7. Ten press releases have been completed, and publishes 35 related information on Facebook. Completed the production of 4 promotional graphics cards, 2 videos and activity planning and other assignments.
8. Assist in the implementation of firecracker and pyrotechnic control operations on Mid-Autumn Festival, National Day and New Year's Day.
9. Three cars have been provided for inspection purposes in accordance with regulations, for use by this project.
