The "Soil and Groundwater Pollution Investigation and Response Measures Plan" is one of the important pollution prevention and response project plans in Taichung. The main purpose of its preparation is to consider the vast territory of Taichung City and the central government's annual The amount of the subsidy program is often insufficient. This program is the "The Soil and Groundwater Pollution Investigation and Verification-Taichung City in 2023" subsidized by the Environmental Management Agency (hereinafter referred to as the Big Soil and Water Project). The funding limit is limited, such as groundwater monitoring. Well maintenance and regular monitoring, supplementary surveys of areas with pollution potential, intelligent monitoring of sediment pollution traceability or sudden pollution incidents, etc., require the implementation of this plan compiled by the city (hereinafter referred to as the Small Land and Water Plan). In principle, the two projects are complementary to each other.
This plan included maintenance and regular monitoring of groundwater monitoring wells, verification of contaminated sites, preventive management of factories with high pollution potential, active promotion of operations at stagnant sites, traceability of sediment pollution in irrigation channels, public complaints and emergency response .
As of the end-of-period report, this project has completed a total of 25 well condition assessments, 12 exterior maintenance, 6 facility repairs, 13 re-completions, 3 foreign matter removal, and 9 regular monitoring of groundwater monitoring wells during dry periods. During the wet season, 7 groundwater monitoring wells were regularly monitored, 3 factories with high pollution potential were tutored, and stagnant sites actively promoted operation methods, scientific and technological case handling methods, and complaints, referrals, or emergency response processing. The total progress is accumulated to 100%, and each work unit has been completed and complies with the contract specifications. The following summary lists the execution results of each work unit:
(1) Monitoring well maintenance and well condition assessment:
This project has completed 25 well condition assessment operations (micro-water test, well photography), 12 appearance maintenance, 6 facility repairs, 13 re-completion wells and 3 foreign matter removal. In the well condition assessment part, a total of 11 (44%) wells were monitored for signs of dirt, scale, and biofilm accumulation on the well pipe walls and well screens. Another 4 (16%) had tree root invasion and 2 ( 8%) There is a phenomenon of foreign objects falling.
(2) Regular groundwater monitoring:
1. Taichung Industrial Park: The heavy metal chromium in monitoring well B00343 exceeded the control standard and trace amounts of trichlorethylene, and neither heavy metal chromium nor trichlorethylene was detected in downstream early warning well B00580.
2. Guangzheng Road Groundwater Pollution Control Zone in Dali: The heavy metal chromium in the groundwater of B00113 and B00466 during the dry season exceeded the monitoring standards. The heavy metals in the L00065 monitoring well downstream of the pollution control zone were all lower than the monitoring standards. The heavy metals in the wet season were all lower than the monitoring standards.
3. Jiheng Company: Monitoring results show that the measured values of various heavy metals are lower than the monitoring standards.
4. Yuanyongguang Company: The monitoring results of B00471 and B00472 monitoring wells during the dry season were both lower than the standard, and the heavy metal nickel B00472 exceeded the control standard during the wet season.
5. Hanxiang Company: B00109 monitoring results during the dry and wet periods detected trace amounts of trichlorethylene, but did not exceed the standards.
6. Xingnong Company: Trace amounts of arsenic, 1,4-dichlorobenzene and chlorobenzene were detected in the L00141 monitoring well during the wet season this year, but all monitoring items were below the monitoring standards.
7. Land No. 377 in Jingmei Section: The test results of this year’s B00005 monitoring well during the wet period were all lower than the groundwater monitoring standard, but trichlorethylene still exceeded the verification benchmark value (0.006 mg/L).
(3) Preventive management of factories with high pollution potential:
This plan is aimed at enterprises whose REC score greater than 8 points and has not been verified on site. Experts and scholars will be invited to the site to perform coaching work on August 16 and 18, 2023. The list is ① Fucheng Technology Co., Ltd., ② Zhaoyang Electronics Co., Ltd. and ③ Shengkun Industrial Co., Ltd. conducted return visits on October 25 and 26. As a result of the return visits of each factory, some on-site projects have implemented relevant improvement operations as planned. The current improvement progress is in line with the proposed improvement planning period. Procedure.
(4) Active promotion of stagnant sites:
This project assists 10 land-numbered sites including the Jincheng section of Houli District. For the above two pollution improvement plans, after evaluation by the green and sustainable remediation promotion platform, Third River Management Office, Water Resources Agency, Ministry of Economic Affairs provides a reference for soil pollution improvement construction methods. Third river management Office has proposed a control plan (first version) on July 26, 2023, held a soil development meeting for review on September 12, and submitted the final version on November 9.
(5) Technology case handling:
The IoT monitoring station monitoring points are set at the abnormal points reported in the sediment. The monitoring period is from April 7 to June 13, 2023, which lasts for more than 2 months. The analysis items are water temperature, pH and EC. The monitoring results show that the pH value will be lower or higher than the irrigation water quality standard (6.0~9.0) in the middle of each month. The EC also has the same trend, with a slightly higher value being discharged into the channel once a week. This is a typical periodic discharge pattern. However, the discharged water quality has not caused channel pollution, but this legal long-term discharge phenomenon can still cause the accumulation of heavy metals.
(6) Complaints, assignments or emergency response results:
After the contract change of this project, the contingency work items were 970,000 NT dollars, and the current cumulative execution amount is 976,295 NT dollars(implementation rate >100%). The case items include public complaints and emergency response incident investigations, and other projects to support other investigation shortfalls.
(7) Quality assurance and quality control execution:
In this project, the quality assurance and quality control methods for soil, groundwater and sediment sample collection and testing operations, and laboratory analysis work will be determined based on data such as accuracy, precision, completeness and method detection limits. quality targets and submit them to the Environmental Protection Bureau for verification. All sampling and testing tasks carried out in this project are in line with the data quality assurance objectives approved by this project.
