Environmental Impact Assessment Supervision and Inspection of Listed Cases Involving Air Pollutant Emissions (2023)

The main purpose of this project is to assist the Environmental Management Administration in supervising and inspecting the environmental impact assessment of development projects involving listed air pollutant emissions. Through item-by-item inspection, assessed the implementation status of the development unit concerning commitments related to air pollutant emissions in environmental impact assessment documents and review conclusions. Assisted in reviewing whether air pollutant emissions, emission mitigation strategies, greenhouse gas emissions, etc., comply with environmental assessment commitments. Before on-site supervision activities, provide a briefing on key supervision points to relevant units. After on-site inspection, consolidate supervisory opinions and responses from the development unit. This project conducted operation inspections for environmental impact assessment (EIA) cases involving large-scale petrochemical industries and power plants with significant air pollutant emissions. In the current year, the focus is conducting operation inspections for uninspected cases, such as power plants and science parks, to assist in supervising the implementation status of the development projects related to listed air pollutant emissions. Additionally, this project assisted in formulating operational procedures for supervising and auditing recently submitted EIAs' air pollution impact mitigation measures. Conducted enclosure testing for equipment components in the Sixth Naphtha Cracker Industrial Zone to clarify issues related to the estimation of equipment components in the EIA of the petrochemical industry. Furthermore, this project assisted the Environmental Management Administration of the Ministry of Environment in organizing one "Environmental Exchange Seminar" and one "EIA Supervision Practical Workshop" to enhance the inspection control capabilities and environmental law enforcement effectiveness of relevant personnel.
