In 2023, the work team's monthly completion quantity and cumulative progress of various tasks were in accordance with the scheduled progress and reached the contract specifications. In addition to achieving quantitative goals, it also requires quality improvements. Therefore, the working group submits monthly results reports to the Environmental Protection Bureau for approval every month. Please refer to each chapter for the implementation results of each work, and the implementation methods are in the appendix. The following summary explains the current Phase execution results:
(1) Quantitative project completion status
1. Air pollution fee collection
This working team implemented the air pollution fee collection operation, and the application and payment rate was 100%; a total of 126,278,767 yuan was collected from the first to the third quarter of 2023, and the reminder payment amount was 100,896 yuan. In addition, on October 1, 2023, the newly revised fixed pollution source air pollution prevention fee rates were implemented, and the rates for sulfur oxides, nitrogen oxides, volatile organic compounds and particulate matter were increased from the current three-level rates to four-level rates. The rate will then be able to mitigate the impact of low air pollution fees and encourage operators to reduce pollution.
2. Stationary pollution source licensing control
The county currently has 92 factories under management and has issued operating licenses, totaling 119. At this stage, there were 255 examinations of license application cases (127 formal examinations and 128 substantive examinations), 53 pre-licensing inspections, 120 post-licensing inspections, and 73 operating licenses were issued (with 24 operating extension applications being the most, followed by 22 applications for operational changes). In addition, in the third quarter of 2023, 43 companies in the county whose emission scale reached the level announced by the Ministry of Environment and should report their emissions were reviewed.
We continued to promote air pollution reduction work, and completed pollution emission reduction work in 4 processes, reducing a total of 17.9 metric tons of particulate pollutants, 23.2 metric tons of sulfur oxides, and 597.8 metric tons of nitrogen oxides.
Recruit experts and scholars to complete the operation changes of Heping Plant (M01, M02) of Heping Branch of Taiwan Cement Co., Ltd. In addition, in the outsourcing technician review operation section, there were a total of 5 application cases with "installation, change, and operation" permits (4 storage yard procedures and 1 concrete mixing procedure).
3. Inspection and control
2,099 inspection records were completed, including 1,912 inspections for compliance with regulations (192 missing homes) and 187 inspections. The inspection targets were mainly complaints from the public and major pollution sources. According to the list of industrial zones, 260 companies have completed the compliance inspection of industrial zone regulations, with an inspection rate of 100%. The inspection results found that there were 4 more operators than last year (all of which were vacant land).
4. Audit and testing
Completed 5 tests of dioxin and 4 tests of heavy metals in the discharge pipeline, all of which met the emission standards.
5. Control of fugitive pollution sources
This working team adopts the most comprehensive one-stop management approach to achieve the purpose of controlling pollution from the earth and stone industry, that is, a series of controls from river dredging, access roads, washing, roads, transportation and port entry.
The compliance level of emission management and management was 99.3%, an increase of 0.4% compared with the same period last year.
The gravel truck tracking accuracy was 97.1%, an increase of 2.2% from the target value.
Class A road ratio 100%
The company maintained 33,605.0 kilometers of roads (TSP was reduced by 463.75 metric tons, PM10 was reduced by 88.05 tons, and PM2.5 was reduced by 20.40 metric tons), which was 68.0% higher than the target value.
6. Handle various meetings
The working team completed two publicity briefings on regulations related to fixed pollution sources, which were held at the Hualien County Society on March 15 (Wednesday) at 9:30 a.m. and June 16 (Friday) at 9:30 a.m. The conference room on the 5th floor of the Welfare Center held two regulatory publicity briefings. The topics were emission management methods, stationary pollution source installation and operation, and fuel use license management methods. The number of participants was 68 and 74.
(2) Pollution Control at Chung Hwa Pulp Mill
In January, an in-depth inspection of Huazhi was launched. There were a total of 20 inspection deficiencies, 18 of which were improved, and the remaining two are still being tracked. In addition, in response to the follow-up review of the completion of the second on-site survey by experts and scholars in 2011, and the continued follow-up of the diagnostic recommendations made by committee members in the first phase of 2023, except for the T003 tank roof replacement project planned to be completed in 2013, the rest of the factory has committed Follow the committee members' recommendations.
(3) Annual innovative practices - surface coating inspection guidance for large vehicle maintenance (maintenance) repair shops
In response to the increasing emphasis on the control of volatile organic compounds by most departments, our working team completed an inventory of 23 automotive surface coating plants in 2023 and found that 7 had no control equipment; and hired 2 technicians on July 7 and October 17 Complete the second-stage coaching diagnosis and review work for three representative factories.
Through the inventory and technicians' diagnosis and suggestions, a total of 6 operators submitted pollution reduction plans. When submitting the pollution reduction plans, the operators also provided the working team with FID pre-test data. After re-inspection and improvement, PID testing was performed again. The results were significantly reduced.
(4) The four major factories reduce pollution and emissions, love Hualien, and have zero carbon emissions for the earth.
This working team used the regulatory publicity briefing on March 15, 2023 to simultaneously guide major manufacturers to negotiate independent pollution reductions and sign pollution reduction commitment letters. It also simultaneously invited low-carbon projects to conduct net-zero carbon emission promotions to grasp the situation. The progress planning of the four major manufacturers in 2050 in response to the 2050 net-zero carbon emission target.
In 2023, the four major factories combined pollution reduction and carbon reduction to achieve mutual benefits. The company invested a total of 2.656 billion yuan in pollution reduction and carbon reduction, respectively reducing 7 metric tons of particulate matter, 81.6 metric tons of sulfur oxides, 370.59 metric tons of nitrogen oxides and carbon dioxide. 204,700 tons.
(5) Completion of the Ministry of Environment’s assessment
The self-evaluation score for the project that is exclusively responsible for this work team in the Ministry of Environment evaluation is 8.85 points (the score rate is 88.50%. Since the control of volatile organic compounds is a new item, the self-evaluation score is calculated as 80%).

3. Volatile organic compound control
Completed the inspection of 23 separately managed automobile surface coating factories in the county. For those that did not reach 50 unlisted and managed automobile surface coating plants, an additional 30 gas stations were inspected, and the self-assessment score rate was promised to be 90%.
For the surface coating industry of large vehicles, technicians were hired to perform a two-stage inspection and coaching, and six companies were coached to submit reduction plans. After review, all improvements were completed, and then based on the reference materials for the coating efficiency and equivalent emission amount corresponding to the improvement project , the total VOCs reduction value of the six companies was calculated to be 28.16 kg.
In order to understand the control effect of the water curtain equipment added by Hongda Automobile, GC/MS gas analysis was used to perform gas sampling at the front and rear ends of the control equipment. For example, toluene was 28,000 ppb before control and 1,570 ppb after control. The improvement effect was quite significant.
In addition to completing the work goals specified in the contract, the working team also submitted 5 negotiation items based on the negotiation records on January 30, 2023, which were included in the contract work after being approved by the Environmental Protection Bureau, and all were implemented according to the scheduled progress.
