Investigation and Verification of Soil and Groundwater Pollution in HsinChu County in 2023.
The total cost of this project is NT $ 11,659,832 with the overall project period between 2023/01/01 and 2023/12/31. Until 2023/12/15, the project has been accomplished with 100% of progress, and the actual implementation progress is 98.63%. Some of the planned operations will be carried out based on the actual quantity at the end of the period due to reasons such as no need to spend some operations after the actual planning is implemented. Acceptance shall be carried out based on the actual quantity at the end of the period. For the details, please refer to Chaoter1.4 in the report.The following is a summary of the current result status in this project: The management statuses of the classified sites: As of 2023/12/15, there were a total of 10 site sites still under control or regulatory listing, including 2 remediation sites (Mabuchi Taiwan Co., LTD、Land No. 1-1, Dadongkeng Section, Dahankeng Section, Guanxi Town), 7 control sites (Tsuang Hine Shock Absorber Co., LTD.、Jing Yuh Metal Industrial Co., LTD.、Land No. 797, 798, 799, Xinfeng Section, Xinfeng Township、Taiwan Tanabe Seiyaku Co., LTD.、Taiwan Union Technology Co., LTD.、Subtron Technology Co., LTD. and Sanyang Motor Co., LTD.(Xinfeng Factory)) and 1“Article 7-V” site (Land No. 284, Xinxing Section, Zhongxing Section, Hukou Township). After the verification operations for Taiwan Tanabe Seiyaku Co., LTD. and Land No. 284, Xinxing Section, Zhongxing Section, Hukou Township have been completed in August and in October with both results passed, the cancellations of the control listing of the control site for both mentioned above are recommended. The following are the recommendations for the follow-up monitoring: the enterprise’ periodic follow-up monitoring is recommended for ChipMOS Technologise INC.(Zhubei Factory) since the PCE concentration in the groundwater is high relatively, the regulatory listing for Nankang Runner Tire Co., LTD.(Xinfeng Factory) is recommended since the fact of the result of verification operation of TPH concentration in the soil in the excavation area exceeds the TPH value of “Soil Pollution Control Standards,” the continuous follow-up monitoring for newly lifted sites for China Chemical Pharmaceutical Co., LTD. is recommended since its TCE concentration in its first follow-up monitoring above the TCE value of “Groundwater Pollution Control Standards.” For green and Sustainable Remediation(GSR) promotion, GSR promotion meetings have been held for classified sites, the auditing meeting of the best GSR management has been held in Subtron Technology Co., LTD., and routine inspections have been undergone for the classified sites. For the details, please refer to Chapter 3 in the report. Industrial park data application: A total of 10 industrial areas are subject to inspection and management for future reference, 1 of them, Beipu Industrial Zone, could be prevented from monitoring by MoE (Ministry of Environment, formerly EPA)’s approval, other 9 should conduct data application every February and July. The assistance of review of the completeness, correctness, and abnormality of the documents, and integration of them to provide a reference for the competent authorities when pollution occurs. This work is written in a special chapter and section under the regulations of the EPA. For the details, please refer to Chapter 4 in the report. The management statuses of the classified business: The declaration reports of 90 enterprises with underground storage tank systems are reviewed, and the articulation of documents and leakage checks in 13 businesses with underground storage tanks have been completed. All the above are compiled from the follow-up reviews. For the classified business under articles 8 and 9 of the Soil and Groundwater Pollution Remediation Act, this project assisted in to review of documents of soil pollution assessment. For those who have self-declarations, a total of 2 site environment Survey and evaluation operations and 1 verification operation of China Motor Co.(Hsinchu Factory) have been conducted. Given that the Cr concentrations in some soil monitoring spots are above “Soil Pollution Monitoring Standards,” a self-monitoring for soil quality is requested by Hsinchu County EPB. The following are regarding the enterprise's prevention and management of soil and groundwater pollution. For Group A (Strengthened Management Group), 1 Pre-trip briefing session on on-site survey and preventive management, 25 on-site survey and preventive management field trips, and 4 pre-sampling survey and inspection operations were completed. On-site verification operation, soil pollution verification results: (1) The result of heavy metals in the soil of China Glaze Co., LTD. exceeded the soil pollution control standards, the status of the classified site announcement is recommended by law. (2) The result of heavy metals in the soil of Jia Cheng Machinery Co., LTD. exceeded the soil pollution monitoring standards, a self-monitoring for soil quality requested by Hsinchu County’s EPB is recommended. (3) The results of heavy metals in the soil of both Shin-Etsu Silicone Taiwan Co., LTD. and Kao (Taiwan) Corporation lowered than the soil pollution control standards, a relegation is recommended according to the management operation principle. For group B (Self-management Group), 1 self-prevention management briefing session was held, and based on self-declarations reported under self-prevention management plans, 10 sites were selected to inspect and verify the implementation results of independent prevention. For Group C (inspection management group), the on-site inspection and operation status of 47 enterprises has been completed, and a promotion to Group B list for Taiwan Precision Tool Co., LTD. is recommended. Investigation and verification for emergency response: As of 2023/12/15, 10 cases have been conducted and the total cost of the above tasks is NT$ 400,000. The synchronous sampling operation on agricultural land has carried out in conjunction with the crop sampling schedule of the Agriculture and Food Agency, MoA. The first and second cropping season results are under Soil Pollution Monitoring Standards. Regarding agricultural land pollution prevention tasks, 27 environmental surveys and assessment operations, 34 sets of soil samplings and XRF screenings have been completed. The XRF screening and full laboratory analysis results showed the concentration of heavy metal copper of SC0901(Kengzikou Section, Xinfeng Township) is slightly higher than the standard value of Foodcrop Farmland Monitoring Standards. To realize the soil quality on farmland, adding to the synchronous sampling operation list is recommended. 23 sets of preliminary basic analysis of irrigation water quality, 4 sets of heavy metal re-analysis, and 52 sets of resin pack investigations on irrigation canals in pollution prevention areas have completed. All results above showed no violate standard values. 5 sets of sediment samplings have been completed and the result shows the concentration of naphthalene of Hukou Branch Canal(Tieqi Road), LC02 exceeded the upper limit of the sediment quality index, informing the competent authority and asking for strengthening monitoring is recommended. For the details, please refer to Chapter 6 in the report. Miscellaneous: 124 and 122 wells inspections were completed in the first half and second half of the year, individually. 9 wells for appearance maintenance, 5 wells for repairs, 3 wells for elevation measured, 18 wells for internal function check, 10 wells for re-completion, 5 wells for foreign objective removal, 5 standard wells for well abandoned, and 1 simple wells for well abandoned were completed. Regarding administrative assistance, 3 soil and groundwater pollution remediation law and regulations briefings(230 participants), 11 campus education activities(338 participants), 1 seed lecturer training course, and 2 public communication campaigns were conducted(282 participants), translation of 3 Hakka-picture books and publication and distribution of audiobooks have been completed. Also, monthly work reports and soil and groundwater database maintenance were accomplished to achieve the goal set by EPA, resulting in perfect performance.
