The Preliminary Research Project on Equipment Certification and Verification System in Environmental Testing Field

The study aims to develop an Environmental Technology Verification (ETV) system framework tailored to domestic needs by studying ISO/CNS 14034 standards, international ETV implementation experiences, and foreign ETV case studies. It primarily divides into two system models: high government leadership and low government leadership. A draft of Taiwan's General Verification Protocol (GVP) is preliminarily outlined to explain specific procedures for environmental technology verification. Sinotech Environmental Technology, Ltd. is also invited to assist with completing the relevant forms for technologies seeking ETV certification. Based on this input, an assessment report is proposed to evaluate domestic technologies with potential for ETV application, aiming to establish a national standard for environmental technology verification.
Another subject in the study is optimizing the air quality monitoring vehicle. The project references feedback from various units in 2023 on the "Guidelines for Continuous Automatic Monitoring Operations of Air Quality Monitoring Vehicles" (Draft) (NIEA PA 109). It analyzes the results of 35 air quality monitoring vehicles inspections conducted. Recommendations for revising the guidelines will be made, proposing to adjust the positioning of the PA 109 guidelines to "Protocol for Operation of Air Pollution Related Automatic Monitoring Facilities Used by Environmental Analysis Organization", aiming to enhance the stability of domestic air quality monitoring vehicles inspection operations and data reliability.
During the project, one explanatory and consultative meeting was held to cover critical points for air quality monitoring vehicles. two ETV system training sessions were conducted. And one domestic and international ETV symposium took place, where experts from Taiwan and abroad shared knowledge and experience related to ISO 14034. In September, a visit to Poland facilitated practical understanding and application.
